SJVN Invites Bids For 2360 kW Rooftop Solar Projects On Government Buildings In Western India

SJVN Limited, a joint venture of the Government of India and the Government of Himachal Pradesh, has issued a Request for Selection (RfS) to invite bids for setting up grid-connected rooftop solar PV projects without battery storage. These projects will be installed on Union Government buildings located in the western Indian states of Gujarat, Madhya Pradesh, and Maharashtra. The total targeted capacity is 2,360 kW. The tender is issued under the PM Surya Ghar: Muft Bijli Yojana and will follow a RESCO/PPA model using tariff-based competitive bidding.

The RfS was released on May 7, 2025, and is available for download from the ISN-ETS Portal and SJVNโ€™s official website. The pre-bid meeting is scheduled for May 16, 2025, at 3:00 PM in New Delhi. Interested bidders must submit their online bids by May 28, 2025, before 1:00 PM. The technical bids will be opened the same day at 3:00 PM, while the date of the opening of financial bids will be communicated later. The hard copy of the required documents must be submitted by June 7, 2025, by 6:00 PM.

The tender process will follow a single-stage, two-envelope system, including a technical bid and a financial bid. Bidders must be registered on the ISN-ETS e-tendering portal to participate.

The cost of the RfS document is โ‚น5,900, including GST, payable via NEFT or RTGS to SJVN Ltd. Each bidder must also submit an Earnest Money Deposit (EMD) of โ‚น1,000 per kW of the quoted capacity. This EMD can be provided through a bank guarantee, demand draft, RTGS/NEFT, Payment on Order Instrument (POI), or an insurance surety bond. The EMD must remain valid for 12 months from the original bid submission date. Bidders are also required to furnish a Performance Bank Guarantee (PBG), the amount and terms of which are detailed in the RfS document.

Under this scheme, no central government financial assistance will be provided for the projects. However, developers are allowed to avail of applicable fiscal benefits such as tax holidays, accelerated depreciation, and concessional duties, which will not influence the bid evaluation.

SJVN, as the Scheme Implementation Partner, will act on behalf of the client organizations, including the Ministry of Agriculture and Farmers Welfare, the Ministry of Chemical and Fertilizers, and the Ministry of Consumer Affairs, Food and Public Distribution. The rooftop solar systems will contribute to the governmentโ€™s goal of promoting clean energy and reducing dependency on conventional power sources.
