EDF Renouvelables has officially inaugurated Coulée Blanche, its second solar power plant in Martinique. Located on a lava flow in the northern part of the Saint-Pierre commune, the project is the result of a close collaboration between EDF Renouvelables, environmental and agricultural associations, local officials, and regional businesses.
The 4 MWp Coulée Blanche facility will generate the equivalent of the annual electricity consumption of approximately 7,500 people—nearly double the population of Saint-Pierre. As 73% of Martinique’s electricity is still produced using imported fuel oil, the solar plant will contribute to both energy independence and the decarbonizationof the island’s power mix.
Dual Purpose: Clean Energy and Agricultural Revitalization
In addition to its energy output, the project supports local agricultural development. EDF Renouvelables has made the site suitable for farming activities, enabling a sheep farmer and a beekeeper to use the land free of charge. Their operations will be supported through a partnership with SCACOM (Société Coopérative Agricole Caprins Ovins de la Martinique).
Environmental and Social Impact
EDF Renouvelables is also financing voluntary environmental initiatives beyond the solar farm itself. These include cacao tree planting, land restoration in partnership with AFAF Martinique, and measures to protect and enhance local biodiversity.
The project also brings social and economic benefits. During the construction phase, EDF Renouvelables partnered with EPICES, a local association supporting workforce reintegration, to provide job opportunities. In total, over €2 million worth of work was awarded to local businesses.
Coulée Blanche represents a model of how clean energy, environmental stewardship, and community development can work hand-in-hand to build a more sustainable future for Martinique.
Sofiane BOUKEBBOUS for EDF Renewables about the inauguration of the park said “We are proud to continue our development in the Overseas Territories and to support the transition of Martinique towards energy autonomy, through this new renewable energy production plant located on an old lava flow. The Coulée Blanche solar power plant contributes to the development of the local economy and also makes it possible to revalue this land for agriculture.”
Charles VIRASSAMY president of the APNE added “The APNE encourages all projects related to renewable energy as long as they are part of respect for the environment and participate in the well-being of populations. ”
Christian RAPHA, Mayor of St Pierre said “As Mayor, I am proud of the completion of this project located on the territory of the city of Saint-Pierre, which marks a decisive step towards the energy transition of Martinique. Currently, 73% of Martinique’s electricity production depends on fuel oil. The Coulée Blanche power plant brings us closer to the goal of producing 100% of our energy from renewable sources by 2030. I would like to salute the work of Mr. Hervé Planchette, Deputy Mayor Delegate for the Energy Transition, for his involvement in the completion of this project “
