Bridge and Roof Co. (India) Limited has issued an online tender for the development of a 100 MW (AC) solar power project at GSECL’s Renewable Energy Park at Khavda (Stage-3) in Gujarat. The tender, published on May 21, 2025, invites bids for engaging an associate for the Balance of System (BOS) package. This includes the design, engineering, supply, erection, testing, and commissioning of the project, along with comprehensive operation and maintenance for three years after commissioning.
The estimated cost of the project is ₹134.45 crore. Interested bidders must submit a tender fee of ₹29,500, which includes 18% GST. The tender fee is non-refundable and can be paid via demand draft, pay order, banker’s cheque, or online transfer. The Earnest Money Deposit (EMD) required for participation is ₹79.70 lakh. This amount is payable through similar modes and must be submitted along with the bid documents. No exemption from tender fee or EMD will be given, including to MSME or NSIC-registered bidders, as the project falls under the works contract category.
The bidding process follows a two-part system consisting of a techno-commercial bid and a financial bid. The tender documents were made available on May 21, 2025, and the submission window began on May 23, 2025. The last date to submit bids is June 11, 2025, by 4:00 PM. Physical copies of required documents, along with tender fee and EMD proof, must be submitted by June 12, 2025, by 4:00 PM. The technical bids will be opened on June 12, 2025, at 4:30 PM, while the date of opening of financial bids will be announced later to the technically qualified bidders.
To qualify, bidders must demonstrate relevant experience in similar work. This includes completion of at least one project of ₹119.52 crore, two projects of ₹74.70 crore each, or three projects of ₹59.76 crore each in the past seven years. The scope of work must be related to solar EPC projects or industrial construction projects in the solar energy field. Documents such as work orders, job completion certificates, and client certifications are required to support eligibility.
Financial criteria also apply. Bidders must have an average annual turnover of at least ₹44.82 crore over the last three financial years (2021-22, 2022-23, and 2023-24). Their net worth should be positive in the financial year 2023-24. Bidders need to submit audited financial statements and a certificate from a statutory auditor or chartered accountant with a UDIN (Unique Document Identification Number) as proof of compliance.
No joint ventures, consortiums, special purpose vehicles, or special purpose entities are allowed to participate. The project completion period is set at eight months for the entire BOS package, followed by 36 months of operations and maintenance.
Bids must be submitted online through the Central Public Procurement Portal. Manual submissions will not be accepted. Any corrigendum or addendum to the tender will be published on the same portal.
