The Tamil Nadu Electricity Regulatory Commission has released the draft Tamil Nadu Electricity Grid Code, 2025, aiming to update and replace the existing code notified in 2005. This draft has been issued under the authority of the Electricity Act, 2003, and aligns with the Indian Electricity Grid Code to ensure consistency across state and central regulations. It will become effective once published in the Tamil Nadu Government Gazette and will apply across the state, covering all users connected to the intra-state transmission system, including generators, distribution licensees, and consumers with open access.
The main objective of this Grid Code is to lay down the procedures and responsibilities for all stakeholders in the state’s power grid. It provides detailed guidance for the operation, maintenance, planning, and development of Tamil Nadu’s electricity grid. Key functions are clearly defined for various entities, such as the State Transmission Utility (STU), State Load Despatch Centre (SLDC), transmission licensees, distribution companies, and the state government. Each party’s role is detailed to ensure accountability and effective coordination.
One important aspect of the Code is its emphasis on grid safety, reliability, and efficiency. The code outlines steps for real-time operations, grid scheduling, and dispatch, including procedures for handling grid disturbances, blackouts, and system restorations. It also introduces clear standards for quality and continuity of service and stresses the need for efficient and non-discriminatory open access to the grid.
The STU is tasked with managing the transmission system and ensuring its development in a coordinated manner. It is also responsible for enforcing the Grid Code. The SLDC is recognized as the apex body for overseeing the real-time operation of the grid and is empowered to issue directions to all other entities to maintain grid discipline.
The draft also sets up various functional committees, such as the Grid Code Review Committee, the Operation and Coordination Committee, the Protection Coordination Committee, and the Transmission Metering Committee. These bodies will monitor compliance, recommend changes, and ensure implementation of various technical and operational aspects of the code.
Furthermore, the code includes rules on confidentiality, communication protocols, and dispute resolution. It clarifies that in case of any dispute regarding the interpretation or implementation of the code, the decision of the Commission will be final. It also highlights the responsibility of users to cooperate with the STU and SLDC during abnormal conditions to maintain grid stability.
Stakeholders are invited to provide their suggestions or objections before the final code is notified. These must be sent in writing to the Commission’s office before the specified deadline. The Commission assures that all feedback will be carefully considered.
