Malaysia Adds 100MW Quota to NEM Rakyat Under Ongoing NEM 3.0 Programme

The Government of Malaysia has announced an additional 100 megawatts (MW) quota for the Net Energy Metering (NEM) Rakyat programme, a key initiative under the NEM 3.0 scheme, aimed at increasing solar energy adoption among residential consumers.

The move highlights the Government’s continued commitment to supporting renewable energy efforts and enabling more Malaysians to reduce electricity costs through rooftop solar PV installations.

The newly added quota will be available for applications until 30 June 2025 or until fully subscribed, whichever comes first.

Launched in 2021, the NEM 3.0 programme was introduced following the success of its predecessorsโ€”NEM (2016) and NEM 2.0 (2019)โ€”both of which received overwhelming public response. The total allocation under NEM 3.0 is 2,400MW, distributed across three main categories:

  • NEM Rakyat: 600MW (inclusive of the newly added 100MW)
  • NEM GoMEn (Government Ministries and Entities): 100MW
  • NOVA (Net Offset Virtual Aggregation): 1,700MW

All programmes under NEM 3.0 are scheduled to remain in effect until 30 June 2025.

Originally launched in November 2016 with a 500MW quota, the NEM initiative allows solar energy produced by residential or commercial PV systems to be consumed onsite, with any excess exported to the grid. Under NEM 2.0, a โ€œone-on-oneโ€ offset mechanism was introduced, significantly boosting public participation.

The Government views the latest quota expansion as a step forward in supporting Malaysiaโ€™s target of becoming a net-zero emissions nation by 2050.

Consumers interested in installing solar PV systems under the NEM Rakyat programme are encouraged to apply while the additional quota remains available.
