REIL Floats Tender For 30 MW Rooftop Solar Projects Across Rajasthan Government Buildings

Rajasthan Electronics & Instruments Limited (REIL), a Mini Ratna Central Public Sector Enterprise based in Jaipur, has released a Request for Proposal (RFP) for implementing a 30 MW grid-connected rooftop solar photovoltaic (PV) project. This project is to be executed across various State Government buildings and State Government undertaking buildings in Rajasthan. The total estimated value of the tender is ₹170.70 crore. The RFP was issued on 28 May 2025. The project will cover two primary areas—25 MW capacity in Jodhpur district and 5 MW capacity in Pali district.

As per the tender details, the scope includes survey, design, supply, erection, testing, commissioning, and comprehensive operation and maintenance (O&M) for 25 years. The comprehensive O&M includes activities such as regular servicing, preventive and breakdown maintenance, cleaning of panels, replacement of defective components, and maintaining generation performance. Successful bidders must ensure a minimum Capacity Utilization Factor (CUF) of 15%. Any shortfall in CUF will attract penalties as per the tender terms.

The last date for online submission of bids is 17 June 2025 by 5:00 PM, and the bids will be opened the following day on 18 June 2025 at 5:00 PM. An offline and online pre-bid meeting is scheduled for 4 June 2025 at 11:00 AM, which will take place at REIL’s office in Jaipur and also on Zoom.

To participate in the tender, interested bidders must submit an Earnest Money Deposit (EMD) of ₹8,70,000 per MW, which is 2% of the Ministry of New and Renewable Energy (MNRE) benchmark cost. For the total 30 MW capacity, the EMD would amount to ₹2.61 crore. The EMD can be paid via Demand Draft, RTGS, Bank Guarantee, or Insurance Surety Bond. However, Micro and Small Enterprises (MSEs) are exempted from paying both the tender document fee of ₹5,000 and the EMD, provided they declare their Udyog Aadhaar number on the CPP Portal and submit the required certificates.

In addition to the EMD, successful bidders will be required to submit a Construction and Performance Bank Guarantee (C-PBG) amounting to 3% of the order value. This guarantee should be valid for six months beyond the scheduled commercial operation date (SCOD), with an additional claim period of six months. Moreover, for operation and maintenance, vendors must provide an O&M Performance Bank Guarantee (OM-PBG). For the first seven years, this amount will be 3% of the total O&M cost, and for the remaining 18 years, it will be 20% of the O&M cost, both submitted 90 days before their respective start periods. The annual O&M payment is fixed at ₹4.75 lakh per MW with a 3% escalation every year.

REIL has also introduced a reward system for early completion of projects. If a vendor commissions the project up to 30 days early, they will receive an 8% reward based on the calculated savings. Completion between 30 and 60 days early will earn 8% for the first 30 days and 9% for the remaining period. Completion beyond 60 days will earn progressively higher rewards, going up to 10% for the third 30-day block.

All interested bidders are required to bid for a minimum of 5 MW capacity. The bidding process will be conducted entirely online through the Central Public Procurement Portal (CPPP) at http://www.eprocure.gov.in. Price bids must be submitted strictly in the format provided. Any deviation in format may lead to rejection of the bid.

The comprehensive technical and financial criteria, including minimum net worth and turnover requirements, are detailed in the RFP. Only those meeting the criteria will be considered for technical evaluation, and only technically qualified bidders will have their financial bids opened.
