SJVN Limited has issued a Request for Selection (RfS) inviting bids for the development of 2378 kW of grid-connected rooftop solar power projects in Arunachal Pradesh under the RESCO/PPA mode. These projects are part of the central governmentโs PM Surya Ghar: Muft Bijli Yojana initiative aimed at providing free electricity by encouraging rooftop solar installations. The bidding process follows a single-stage, two-envelope system comprising technical and financial bids.
A pre-bid meeting will be held on July 1, 2025, at 3:00 PM at the corporate headquarters of SJVN in Shimla or through an online MS Teams link provided in the document. The last date to submit online bids is July 9, 2025, by 1:00 PM. Hard copies of the documents must be submitted by July 19, 2025, before 6:00 PM. The technical bids will be opened on July 9, 2025, at 3:00 PM. The date for opening the financial bids will be informed later.
To participate, bidders are required to pay a non-refundable tender fee of โน5,900 (including 18% GST) via NEFT or RTGS. Additionally, they must submit an Earnest Money Deposit (EMD) of โน1,100 per kW of the total capacity quoted. The EMD can be submitted through various modes including Bank Guarantee, Demand Draft, NEFT, RTGS, Insurance Surety Bond, or a Payment on Order Instrument issued by IREDA, PFC, or REC. The EMD must be valid for 12 months from the last date of bid submission.
Performance Bank Guarantee (PBG) requirements will be following details specified in the RfS document, although the exact amount is not stated on the summary pages. The bidding document emphasizes that MSMEs and startups are not exempt from paying the EMD or the tender fee. The bid validity period is 12 months from the last date of bid submission.
The project will be implemented in government buildings across Arunachal Pradesh. SJVN has been identified as the Scheme Implementation Partner (SIP) under the PM Surya Ghar Yojana by the Ministry of New & Renewable Energy (MNRE). Bidders are advised to carefully examine the RfS document and prepare their bids accordingly, keeping in view all obligations including design, supply, installation, testing, commissioning, warranty, and comprehensive O&M.
