Rashtriya Ispat Nigam Limited Invites Tender For Restoration Of 5 MW Solar Plant At Visakhapatnam Steel Plant

The Visakhapatnam Steel Plant (VSP) under Rashtriya Ispat Nigam Limited (RINL) has issued an open tender for the restoration of a 5MW Ground Mounted Solar PV Power Plant located within the steel plant premises in Visakhapatnam, Andhra Pradesh. The tender number is VSP/1300/2025/00009 (Rfx No. 2800001214) and is dated 2nd July 2025. A corrigendum was issued on 5th August 2025, extending the bid submission and opening deadlines. The last date for submission is now 18th August 2025, till 3:00 PM, and the bids will be opened on the same day at 3:30 PM.

The restoration project is to be completed within six months from the effective date of the contract, which is defined as either the date of contract signing or 30 days from the Letter of Acceptance (LOA), whichever is earlier. The bidders must ensure that their offers remain valid until 18th February 2026.

The estimated value of a similar eligible single work order is โ‚น1,57,18,777, and the average annual turnover requirement over the last three financial years is โ‚น94,31,266. These prequalification criteria must be met for the tender to be considered.

The scope of work involves a complete turnkey solution for the design, supply, installation, testing, and commissioning necessary for the restoration of the solar plant, aligned with Technical Specification No. VSP/DEE-SOLAR-001R1. The bid is a two-part electronic submission (E-RFx), where technical documents and commercial offers are to be uploaded separately.

No Earnest Money Deposit (EMD) is required, but a Bid Security Declaration must be submitted in place of the EMD. However, security deposit/retention money amounting to 3% of the contract value will be deducted from the running account bills. Micro and Small Enterprises (MSEs) registered under Udyam Registration are exempt from EMD and the cost of tender documents, provided they are registered for the relevant trade and submit proof of registration.

The tender process will be conducted online via the SAP SRM 7.0 portal, and only electronic bids will be accepted. Vendors must have a User ID and Password to participate, which can be obtained through the Registration of Suppliers system. All supporting documents for eligibility and commercial/technical criteria must be uploaded to the specified folder in the SRM portal. Price quotations must only be submitted in the bidding engine and not disclosed in the technical part.

The tender includes a provision for reverse e-auction, and bidders must ensure stable internet connectivity to participate in the live auction. Reverse auction time may extend automatically if bids are submitted in the final minutes of the scheduled time.
