Damodar Valley Corporation Invites Bids For 228 MW Floating Solar Project At Konar Dam In Jharkhand

Damodar Valley Corporation has invited bids for the design, engineering, supply, construction, erection, testing, and commissioning of a 228 MW (AC) grid-tied floating solar PV plant on the Konar Dam Reservoir in Jharkhand, along with comprehensive operation and maintenance services for 10 years. The tender, issued under domestic competitive bidding, is open in a single-stage, three-envelope process through the e-tendering portal.

The tender document download window is from August 8, 2025, 19:00 hrs to August 18, 2025, 10:00 hrs. A pre-bid conference is scheduled for August 11, 2025, at 16:00 hrs in hybrid mode at DVC Towers, Kolkata. Pre-bid queries will be accepted online between August 8 and August 11, 2025. The last date and time for uploading the technical bid and submitting the hard copies of Envelope 1 is August 18, 2025, at 15:00 hrs. The hard copies of Envelope 1 will be opened on August 19, 2025, at 15:00 hrs, followed by the technical bid opening at 15:30 hrs on the same day. The price bid opening date will be notified later.

The bid security or Earnest Money Deposit (EMD) for the tender is โ‚น9,94,78,308, which can be submitted in the form of a demand draft, bankerโ€™s cheque, bank guarantee, or online payment. The bank guarantee must remain valid for 45 days beyond the final bid validity period. The performance security required from the successful bidder will be 3% of the ordered value, valid for 60 days beyond the contractual obligations, including the defect liability period. Additionally, an O&M performance bank guarantee of 6% of the total contract price is required, valid until 90 days beyond the end of the 10-year O&M period.

To qualify, bidders must have experience in developing or executing grid-connected solar PV plants of cumulative capacity 100 MW (AC) or more, with at least two plants of 10 MW (AC) or higher, operational for at least six months before the bid submission date. Financially, bidders should have a net working capital of at least โ‚น165.79 crore, an average annual turnover of โ‚น397.91 crore over the last three financial years, and a net worth not less than 100% of paid-up share capital.

The scope of work includes the supply of plant and equipment, civil works, design, engineering, erection, testing, commissioning, and O&M for 10 years. The O&M scope covers generation guarantees, spares, consumables, insurance, and repairs. The O&M price must not be less than โ‚น2.5 lakh/MW/year, with escalation as per CERC RE Tariff Regulations.

Bids must be submitted in the prescribed format through the CPP portal. No deviations from the tender conditions are allowed, and conditional bids will be rejected. The successful bidder will be awarded three separate contracts โ€” for supply, services, and O&M. DVC reserves the right to accept or reject any bid without assigning reasons.

Any addenda or corrigenda will be uploaded only on the e-procurement portal, and bidders are advised to monitor the site regularly until bid opening. All disputes will be subject to the jurisdiction of applicable courts, and the bidding process will follow the terms and timelines strictly.
