Madhya Pradesh, in partnership with Rewa Ultra Mega Solar Limited (RUMSL), has announced its first integrated solar-plus-storage project โ a 600 MW solar installation coupled with an 880 MWh Battery Energy Storage System (BESS) in Morena. The project will feature a dual-cycle storage system and will be developed in two units, each with up to 300 MW of solar capacity. Each unit will have a co-located BESS, mandated to deliver 440 MWh of peak power twice daily.
Under the proposed commercial arrangement, Madhya Pradesh Power Management Company Limited (MPPMCL) will pay a single tariff for three components:
- Real-time solar generation up to 220 MW
- 440 MWh energy supply between 6 PM and 10 PM
- 440 MWh energy supply between 6 AM and 9 AM
The project is designed to maintain 95% annual availability for both peak supply periods. Any solar generation beyond 220 MW, up to the limit of 300 MW, will be compensated at Rs. 2.15 per unit. The maximum annual capacity utilisation factor (CUF) is capped at 35%.
MPPMCL will provide free night-time charging power for the BESS between 10 PM and 5 AM, with a daily maximum of 517.6 MWh (based on an 85% round-trip efficiency). An incentive of Rs. 2.15 per unit will be paid if less charging energy is used. Overuse of the allotted charging power will incur a penalty at twice the applicable tariff. The project also allows up to 5% of renewable energy to be sourced annually from green market mechanisms.
A three-tier payment security framework has been proposed, comprising a Letter of Credit issued by MPPMCL, a Payment Security Fund offering up to 12 months of liquidity support, and a state government guarantee.
RUMSL has secured all the required land for the project, with 575 hectares allocated for Unit 1 and 635 hectares for Unit 2. Power evacuation will be through the State Transmission Utility (STU). Internal evacuation systems will be provided by RUMSL, while external evacuation will be handled by MP TRANSCO. Both systems are being developed together as a single package under MP TRANSCO with a unified contractor to ensure better synergy.
The bid submission deadline is 29 August 2025, with the Scheduled Commercial Operation Date (SCOD) targeted for 31 December 2027. In accordance with the MNRE order dated 28 July 2025, projects whose bids are submitted before the cut-off date will be exempt from the requirement of using solar PV cells from the ALMM List II.
The International Finance Corporation (IFC) is acting as the transaction advisor, supported by Trilegal, PwC, and SgurrEnergy. Deloitte is providing advisory support to RUMSL. The RUMSL team and the wider Madhya Pradesh renewable energy community have extended an open invitation to developers to participate in this landmark renewable energy initiative.
