The Bureau of Energy Efficiency has officially issued the Bureau of Energy Efficiency (Certification of Energy Auditors, Energy Auditors (Building) and Energy Managers) Regulations, 2025, under the Energy Conservation Act, 2001. These regulations, effective from the date of publication in the Gazette, lay down the framework for certification, eligibility, examination, fees, validity, renewal, and cancellation of certification for professionals in the energy efficiency sector.
The national examination for certification of Energy Auditors, Energy Auditors (Building), and Energy Managers will be conducted by the Bureau or its designated agency in English. Candidates must meet the minimum qualifications prescribed in the 2020 regulations. Examination fees, application process, and the structure of question papers are defined, with specific fee slabs for general, reserved categories, and company-sponsored candidates. The syllabus covers general aspects of energy management and auditing, energy efficiency in thermal and electrical utilities, performance assessment of equipment and utility systems, and energy efficiency in buildings, along with compliance with building codes.
Different categories of candidates must clear specific sets of papers, with a minimum of 50% marks in each. Supplementary exams are allowed with a capped number of attempts, and fees are payable per paper. Upon passing, successful candidates receive a certificate valid for five years, renewable upon completion of refresher training and meeting performance benchmarks.
Certified professionals are authorized to act in responsible positions for promoting efficient use and conservation of energy in designated industries and establishments. They are required to comply with the duties specified in the schedule of the regulations. The Bureau will maintain a register of certified professionals and issue them identity cards.
Certificates may be cancelled for misconduct, misrepresentation, fraud, or failure to attend refresher courses, with due opportunity for a hearing. In certain cases, suspension can take place immediately pending inquiry. Replacement certificates or ID cards can be issued in case of loss or damage upon payment of fees.
The regulations also provide for the constitution of advisory committees for examinations, technical matters, and certification processes. Detailed application forms, certificate formats, register formats, and renewal forms are annexed. The syllabus outlined in the schedule extensively covers technical, managerial, financial, and environmental aspects of energy management, ensuring that certified professionals are equipped to meet the countryโs energy efficiency goals.
