Telecommunications Consultants India Invites Bids For Solar Micro-Grid And Battery Storage Project In Mauritius’ Agalega Islands

Telecommunications Consultants India Ltd. (TCIL), a Government of India enterprise, has issued an Expression of Interest (EOI) for the selection of a partner to work on the design, manufacture, supply, installation, testing, and commissioning of three micro-grid solar photovoltaic (PV) systems and modular battery energy storage at Agalega Islands, Republic of Mauritius.

According to the tender, important timelines have been set for the process. Clarifications can be sought until 30 August 2025, 12:00 hrs. Submission of bids will begin on 05 September 2025 at 12:00 hrs and close on the same day at 17:00 hrs, with techno-commercial bids opening shortly after at 17:30 hrs.

The eligibility criteria include minimum financial turnover, positive net worth, and successful execution of similar projects in the past seven years. Bidders must also show technical expertise in PV systems, battery energy storage, and associated civil works. Consortium bids are permitted under strict conditions, provided the lead partner meets the experience and net worth requirements.

For bid security, participants are required to furnish an Earnest Money Deposit (EMD) of MUR 2,95,000 (Two lakh ninety-five thousand Mauritian Rupees). This must be valid for 210 days from the submission deadline and can be provided via bank guarantee, banker’s cheque, or bank transfer to TCIL’s account with Bank of Baroda, Port Louis, Mauritius. The EMD of unsuccessful bidders will be returned within 30 days after the bid validity expires.

The successful bidder must also provide a Performance Bank Guarantee (PBG) of 10% of the contract value, valid until 60 days beyond the defects liability period. This security is required to be submitted within 15 days of the issuance of the Letter of Acceptance.

The contract completion period has been set at 12 months from the commencement date, excluding shipment time from Mauritius to the Agalega Islands, which are about 1,000 kilometers away. Payment will be milestone-based, starting with 6% at the first design review and continuing in stages up to final commissioning and handover.

The project is significant for Mauritius, as it aims to enhance renewable power generation and reduce dependency on fossil fuels in remote island regions. By installing micro-grids with battery storage, the initiative will provide cleaner, more stable, and sustainable energy to local communities. TCIL, acting as the prime bidder, is seeking a back-end partner for exclusive collaboration on this international project, with strict compliance with both client and TCIL conditions.

This EOI highlights India’s continued engagement in international solar and clean energy projects, with a strong focus on technical expertise, financial strength, and adherence to contractual obligations.
