Rajasthan Electronics & Instruments Limited (REIL), Jaipur, a Mini Ratna Central Public Sector Enterprise under the Ministry of Heavy Industries, has issued a Notice Inviting Tender dated October 17, 2025. The tender invites bids for the “Implementation of 22 MWp Grid Connected Solar Power Plants for Government Buildings in Different States and Union Territories of India under the RESCO Model.” The project aims to promote solar energy adoption across government infrastructures in alignment with India’s 500 GW renewable energy target by 2025.
The total estimated tender value is ₹4.95 crore, and the form of contract is based on the L-1 (lowest bidder) selection system. The Earnest Money Deposit (EMD) is fixed at ₹0.45 lakh per MWp, which is to be submitted as a bank guarantee, demand draft, or insurance surety bond. The tender also requires successful bidders to submit a Performance Bank Guarantee (PBG) after the award of the contract as part of the project execution requirements.
The tender process follows a single-stage, two-envelope system through e-procurement mode. The tender documents are available for download on REIL’s website (www.reiljp.com) and the Central Public Procurement Portal (www.eprocure.gov.in). The tender was published on October 17, 2025, at 5:00 PM, and the documents can be downloaded until November 7, 2025, at 5:00 PM. The clarification window for bidders is open until November 3, 2025, and responses to queries will be shared by November 5, 2025.
A pre-bid conference will be held on October 29, 2025, at 11:00 AM at the REIL Conference Hall, Kanakpura Industrial Area, Sirsi Road, Jaipur. Interested participants must submit their queries by October 28, 2025, at 1:00 PM. The last date for bid submission is November 7, 2025, up to 5:00 PM, while the technical bids will be opened on November 8, 2025, at 5:00 PM. Financial bids will be opened later for technically qualified bidders.
The tender covers the installation of 22 MWp capacity of grid-connected solar power projects across various regions of India. The project cost is ₹45,000 per kWp for general category regions and Rs. 49,500 per kWp for special category regions, which include the North Eastern States, Uttarakhand, Himachal Pradesh, Jammu & Kashmir, Leh & Ladakh, and island territories. Each solar project under the tender will have a minimum size of 20 kWp and will be executed under the Renewable Energy Service Company (RESCO) model for a 25-year period.
The ceiling tariff for the project is set at ₹4.64 per kWh for general category regions and ₹5.15 per kWh for special category regions. Bidders must quote their levelized tariff for 25 years within these limits, and any bid exceeding the ceiling will be rejected.
The successful bidder (L-1) in each region will receive a Letter of Intent (LOI) and will be required to deposit 15% of the Project Management Consultancy (PMC) charges as an advance and submit the PBG within 30 days of the LOI issuance. Failure to comply may result in cancellation of the award.
REIL reserves the right to increase or modify allocated capacities, reject any or all bids, or cancel the tender without assigning reasons. The project will play a key role in promoting solarization of government buildings under India’s ongoing renewable energy mission and support sustainable power generation goals across multiple states and union territories.
