Mahanadi Coalfields Invites Tender For Replacement Of Damaged Solar Modules At 2 MW Anand Vihar Plant

Mahanadi Coalfields Limited (MCL), a subsidiary of Coal India Limited, has invited online tenders for the replacement of damaged solar modules at its 2 MW solar power plant located at Anand Vihar, MCL headquarters, Sambalpur, Odisha. The estimated cost of the work, inclusive of GST and BOCW welfare cess, is ₹11,18,751.90. The Earnest Money Deposit (EMD) required for the tender is ₹14,000, and the project completion period is set at 60 days from the date of commencement.

The tender invites bids from eligible contractors possessing a valid Digital Signature Certificate (DSC) and having registration on the Coal India e-procurement portal. The tender publication date was October 24, 2025, at 18:55 hours. Interested bidders could begin downloading tender documents and submitting bids from October 25, 2025, at 10:00 hours. The last date for downloading the tender document and bid submission is November 7, 2025, up to 17:00 hours, while the bid opening date has been scheduled for November 10, 2025, at 11:00 hours. Clarifications can be sought online until October 31, 2025, 17:00 hours.

The bidders must submit the EMD through online payment, either by net banking, NEFT, or RTGS to MCL’s designated account. The EMD must be successfully credited before the bid submission deadline, failing which the bid will not be accepted. Micro and Small Enterprises (MSEs) registered under the MSME procurement policy are exempted from EMD payment, subject to valid proof submission. The tender specifies that if the L1 bidder fails to meet techno-commercial requirements, the entire EMD amount will be forfeited.

The work includes site verification, for which prospective bidders can contact the General Manager (Mining)/HOD (Solar/RE), Shri Sanjeev Agrawal, who is also the tender inviting authority. Other officials handling the tender are Shri Shashank Vyas, Senior Manager (Excavation), and Shri Saieni Akhilesh, Assistant Manager (E&M). The tender emphasizes that the bidder must hold a valid Permanent Account Number (PAN) and a valid GST registration under either the regular or the composition scheme. For electrical-related work, a valid electrical contractor’s license is mandatory.

The tender also includes a provision for preference to “Make in India” suppliers as per the Government of India’s order dated September 16, 2020. Only Class-I and Class-II local suppliers are eligible to participate, and purchase preference will be given to Class-I local suppliers with a minimum of 50% local content. The system for evaluation of bids will determine the L1 bidder based on the “Cost to Company” value, excluding GST but including BOCW welfare cess.

The validity period for the tender is 120 days from the last date of bid submission. The successful bidder will be issued a Letter of Acceptance (LOA) electronically and required to execute a formal contract agreement with MCL. Failure to sign the agreement within the stipulated time will result in forfeiture of the EMD and debarment from future tenders for at least one year.

In case of any withdrawal of the bid after submission, the EMD will be forfeited, and the bidder will be debarred for one year. The entire process will be conducted digitally through the Coal India e-tendering portal, and no offline submissions will be entertained. The company reserves the right to accept or reject any or all tenders without assigning any reason. Overall, the tender reflects MCL’s continued commitment to maintaining renewable energy assets and promoting fair competition through transparent, online procurement systems.
