REAR Seeks Clarity on Funding and Free Solar Subsidy Mechanism Under Mukhyamantri and PM Surya Ghar Yojanas

The Renewable Energy Association of Rajasthan (REAR) has formally requested the Jaipur Vidyut Vitran Nigam Limited (JVVNL) to provide clear guidance on key financial and operational aspects related to the implementation of the Mukhyamantri Nishulk Bijli Yojana in coordination with the PM Surya Ghar: Muft Bijli Yojana. In a letter addressed to Ms. Mahima Sarabhai, Superintending Engineer (PM Surya Ghar), REAR raised concerns over payment mechanisms, subsidy applicability, and vendor compliance.

According to REAR, there is uncertainty among stakeholders regarding the financial flow for the installation of 1.1 kW rooftop solar systems, which are promised free of cost to beneficiaries consuming less than 150 units per month. The association has urged JVVNL to issue a detailed guideline specifying how vendors will be compensated under the scheme to ensure transparency and accountability.

The association also sought clarity on the recently announced additional ₹17,000 subsidy under the PM Surya Ghar Yojana. REAR has asked whether the subsidy applies to installations made since the inception of the scheme or only to new applicants following the latest government announcement. The association stated that definite communication is required to prevent misunderstandings between vendors and consumers.

In addition, REAR highlighted reports of vendors demanding additional payments from beneficiaries for installations under the free 150-unit scheme. The association expressed concern that such practices undermine public confidence and contradict the government’s declaration of a “free solar system.” REAR has requested that strict instructions be issued to vendors to prevent the imposition of any additional financial burden on eligible consumers.

The association has urged JVVNL to address these concerns urgently to ensure smooth and uniform implementation of the scheme across Rajasthan, benefiting both end-users and service providers while maintaining transparency in the renewable energy rollout.
