ADB Plans Up to USD 1 Billion Financing to Modernize Philippines’ National Grid

The Asian Development Bank (ADB) is preparing to provide financing support of up to USD 1 billion to strengthen and modernize the Philippines’ national power grid, a critical step toward improving the country’s energy reliability and integrating renewable energy sources, including offshore wind.

“We are looking at strengthening your national grid. The grid has not been adequately upgraded in recent years, especially to absorb renewable energy from offshore wind and similar sources,” said Priyantha Wijayatunga, Senior Director of ADB’s Energy Sector Office, during the Singapore International Energy Week (SIEW).

According to Wijayatunga, discussions are ongoing since the National Grid Corporation of the Philippines (NGCP), which operates the grid, is a private entity. ADB will coordinate with the Department of Energy (DOE) to determine appropriate financing mechanisms. “If we are talking about sovereign financing, it will have to go through the DOE since sovereign funds cannot directly support the private sector. But it can be structured as both sovereign and non-sovereign,” he explained.

Wijayatunga added that while the project remains in the pipeline, it could take time due to contractual discussions required between the government and the grid operator. However, he emphasized that grid modernization is essential to unlock the Philippines’ offshore wind potential and ensure long-term energy security.

“The Philippines has enormous renewable energy potential, but the existing transmission network and inter-island connectivity are limiting factors,” Wijayatunga said. “Investments in grid infrastructure are crucial to deliver clean power from remote areas to high-demand urban centers.”

The proposed financing aligns with ADB’s broader strategy to support its member countries in accelerating the clean energy transition and enhancing grid resilience. Following its revised Capital Adequacy Framework, ADB now has an additional USD 10 billion per year available for new lending to energy and infrastructure projects.

Beyond the Philippines, ADB is working with regional partners to advance the ASEAN Power Grid (APG) initiative, aimed at improving cross-border electricity trade and strengthening regional energy security. In collaboration with the Association of Southeast Asian Nations (ASEAN) and the World Bank Group, ADB launched a new financing platform on October 15 in Kuala Lumpur during the 42nd ASEAN Ministers on Energy Meeting.

Under this initiative, ADB pledged USD 10 billion over the next decade, while the World Bank committed USD 2.5 billion to help develop bankable projects under the APG framework. The platform seeks to accelerate regional grid integration as Southeast Asia’s electricity demand is projected to nearly double by 2040, driven by industrial growth and population expansion.

Through this combined effort, ADB aims to strengthen regional energy connectivity, enhance renewable integration, and help countries like the Philippines transition toward a more sustainable and resilient power system.
