SJVN Green Energy Limited has issued a major tender to develop 300 MW of grid-connected solar power projects across Punjab, marking another step in India’s push toward renewable energy expansion. The tender has been launched by SGEL, a fully owned subsidiary of SJVN Limited, and highlights the growing involvement of public sector undertakings in accelerating the country’s clean energy transition. The total capacity of 300 MW has been divided into two parts, with 200 MW to be developed under the PSPCL ET-4 scheme and 100 MW under the PSPCL ET-2 scheme. These projects will be set up at multiple locations in Punjab and are expected to strengthen the state’s solar infrastructure over the next two years.
The scope of work for bidders is comprehensive because the selected contractor must manage the entire lifecycle of the solar projects. This includes arranging land and carrying out the complete Engineering, Procurement, and Construction activities. It also covers the design, engineering, supply, erection, testing, and commissioning of the solar photovoltaic power plants. Once the projects are commissioned, the contractor must provide complete operation and maintenance services for a period of three years. The completion timeline for the project is fixed at twenty-four months from the date the Letter of Award is issued, making it a time-bound contract that requires strong technical and execution capacity.
The selection process follows a Single Stage Two Envelope bidding system, with bidders required to submit a Techno-Commercial Bid and a separate Price Bid. This will be followed by an online reverse auction. Companies that want to participate must meet the technical requirement of having developed grid-connected solar power plants of at least 50 MWp cumulative capacity. They must also have experience with at least one plant of 10 MWp or more that has been successfully operating for at least six months before the tender was issued. These conditions ensure that only experienced developers with proven track records participate in the bidding.
The Notice Inviting Tender was released on November 25, 2025, opening the process for interested companies to download the bid documents. The pre-bid meeting is scheduled for December 6, 2025, at 11:00 AM through video conference, giving bidders a chance to seek clarifications. The document procurement period closes on December 18, 2025, at noon. The final submission date for online bids is December 19, 2025, at 2:00 PM, with the Techno-Commercial bids to be opened the same day at 3:00 PM. The dates for opening the Price Bids and conducting the e-reverse auction will be announced later.
To take part in the tender, bidders must pay a non-refundable document fee of ₹5,900. They must also submit an Earnest Money Deposit of ₹12 crore through a bank guarantee or online payment. Once awarded the project, the successful bidder will have to furnish a Performance Bank Guarantee equal to three percent of the total contract value within twenty-eight days of receiving the Letter of Award. The project is expected to contribute significantly to Punjab’s renewable energy goals and reflects SGEL’s commitment to growing its solar portfolio across India.
