BERC Approves 144 MW Solar Power Procurement, Adopting Tariffs For PM KUSUM Feeder Solarisation In Bihar

The Bihar Electricity Regulatory Commission (BERC) has delivered a significant regulatory decision concerning the stateโ€™s efforts in renewable energy, as outlined in its Order dated December 2, 2025, under Case No. 55/2025. The order resolves a joint petition filed by the Bihar State Power Generation Company Limited (BSPGCL) and the Bihar State Power Holding Company Limited (BSPHCL). The petition sought the adoption of a tariff and the approval of a draft Power Purchase Agreement (PPA) for the long-term procurement of solar power.

The procurement covers a substantial capacity of 144.278 MW (AC) of solar power. This power is intended to be secured for a 25-year period from Grid Connected Ground Mounted Solar Power Plants to be established within Bihar under the Renewable Energy Service Company (RESCO) mode. The core purpose of the project is the solarisation of Agricultural feeders, a vital component of the PM KUSUM Yojna Component-C (Feeder level solarization), executed in compliance with guidelines issued by the Ministry of New and Renewable Energy (MNRE).

The Commissionโ€™s proceedings were overseen by a Quorum consisting of Chairman Amir Subhani and Member (Technical) A.K. Sinha. Personnel appearing on behalf of the petitioner, BSPGCL, included Shri Rajeev Kumar Singh, ESE, Shri Rakesh Kumar, EEE, and Smt. Swati Priya, AEE.

Analysis of the adopted tariffs reveals a range of competitive prices for the capacity procured under the scheme. Yashraj Agro Private Limited secured a number of projects at a tariff of โ‚น3.30/kWh, including 4.52 MW in Birpur, 3.73 MW in Chhatapur, and 3.97 MW in Marauna, all within the Supaul district. Slightly higher tariffs were adopted for other developers and locations. Sarva Narayan Warehouses Private Limitedโ€™s 1.07 MW project in Warishnagar was approved at โ‚น3.44/kWh, while Tender Hearts Industries Private Limited secured 2.65 MW at โ‚น3.47/kWh. Solar Circle Power Projects LLP was approved for 8.34 MW at a tariff of โ‚น3.40/kWh in the Amnour subdivision of Saran district.

The approved tariffs reached โ‚น3.48/kWh for several projects, including the 0.52 MW awarded to Ram Babu Singh in Mashrakh. This top rate was also applied to projects in the Siwan district, specifically for Sayan Shandilyaโ€™s 0.42 MW in Andar and 0.52 MW in Hussainganj, as well as Prabhakar Dutt Sharmaโ€™s 0.91 MW in Hasanpura. The rate of โ‚น3.43/kWh was adopted for Raushan Kumar’s 1.5 MW project in GhatkusumbhaKoyla in Sheikhpura district. This comprehensive approval by the BERC moves the state closer to its goals for solar power integration and support for the agricultural sector.
