The Himachal Pradesh Electricity Regulatory Commission (HPERC) has introduced the Draft Himachal Pradesh Electricity Regulatory Commission (Himachal Pradesh Electricity Grid Code) Regulations, 2025, aimed at modernizing the state’s power system operations and aligning them with national standards. This new regulatory framework will replace the previous 2008 code and applies to all users connected to the Intra-State Transmission System (IaSTS), including generating companies, transmission and distribution licensees, and bulk consumers. The regulations are designed to enhance grid management, operational security, and planning across the state.
A central feature of the 2025 Grid Code is the establishment of a robust management structure. The State Transmission Utility (STU) has been assigned the responsibility of enforcing the Grid Code across the state. To ensure ongoing improvements, a Grid Code Review Committee will be formed to periodically assess the regulations and propose updates. Technical, operational, and safety-related matters will be handled by specialized committees such as the Operation and Co-ordination Committee (OCC) and the Protection Co-ordination Committee (PCC). This structured approach is expected to streamline grid operations and improve coordination among various stakeholders.
The new regulations place strong emphasis on resource adequacy and system planning. Distribution licensees are required to conduct detailed demand forecasting over a five-year horizon to ensure a reliable and optimum generation mix. Planning must consider seasonal variations and the integration of renewable energy sources. The STU will be responsible for ensuring that the transmission system has adequate capacity to manage power transfers across the state. Coordination with national and regional agencies is also mandated, reflecting the need for harmonized planning and system operation.
Operational security and reliability are prioritized under the 2025 regulations. The Grid Code defines specific system states, including normal, alert, emergency, and restorative, which will guide the State Load Despatch Centre (SLDC) in managing contingencies. It also sets strict operational parameters, such as a national reference frequency of 50.000 Hz with an allowable band of 49.900 Hz to 50.050 Hz. Recognizing the growing threats from cyberattacks, a dedicated chapter on Cyber Security requires all users to implement security frameworks and conduct regular audits of both operational and information technology systems.
For new power projects, the regulations prescribe rigorous procedures for connectivity, trial runs, and declaration of commercial operation. Generating units must complete a 24-hour trial run at nominal voltage and submit documentation regarding telemetry and protection systems before starting official operations. This ensures that new projects meet safety, reliability, and technical standards before integration into the state grid.

By clearly defining roles, operational procedures, and planning responsibilities, the regulations provide a detailed roadmap for all stakeholders in the state’s energy sector.
