NVVN Invites Bids For 0.5 MW Solar Plant Restoration And Maintenance At IIM Udaipur

NTPC Vidyut Vyapar Nigam Limited, a wholly owned subsidiary of NTPC Limited, has initiated a domestic competitive bidding process for the restoration and maintenance of a solar power facility at one of Indiaโ€™s leading management institutes. The project involves the restoration and commissioning of a 0.5 MW ground-mounted solar photovoltaic plant located at IIM Udaipur. Along with restoration work, the selected contractor will also handle operation, maintenance, and overall upkeep of the plant for a period of one year. This tender aims to revive the existing solar infrastructure so that the institute can continue generating clean energy for its campus operations.

The bidding process will follow a single-stage, two-envelope system. Interested companies will be required to submit their techno-commercial bid and price bid at the same time. NVVN has clarified that the project will be funded from its internal resources or commercial borrowings, either domestic or external. This structure is intended to streamline the evaluation process and ensure transparency while selecting the most suitable contractor. The tender has been opened exclusively to NVVN-enlisted bidders who meet the eligibility criteria specified under the Make in India guidelines. Only Class-I and Class-II local suppliers are allowed to participate, and suppliers from countries sharing land borders with India must possess registration from the designated authority to be considered.

A mandatory site survey has been highlighted as one of the crucial requirements for participation. NVVN has stated that any bid submitted without a signed undertaking confirming the site visit will be rejected. This verification must be submitted in the format provided as Attachment-2A. However, bidders who previously visited the same site for a related 500 kW solar project may use their earlier undertaking to fulfill this requirement. This condition ensures that bidders are well aware of the existing plant condition before submitting proposals for restoration work.

Submission of bids must be done electronically through the Government e-procurement portal. A valid Class-3 Digital Signature Certificate is required for all activities related to e-tendering. The bidding document number associated with this tender is NVVN/C&M/2025-26/RE-487. The bid security amount has been fixed at โ‚น50,000, which must be paid through electronic fund transfer. Details regarding the performance bank guarantee amount were not mentioned in the shared sections of the tender. Key dates, including the bid opening schedule and last date for submitting queries, are available on the GePNIC portal as specified in the Notice Inviting Tender.
