Engineering Projects (India) Ltd. (EPIL), a reputed โMini Ratnaโ enterprise under the Government of India, has announced an Expression of Interest (EOI) for the empanelment of experienced agencies for upcoming Solar PV Power Plant projects across the country. The initiative seeks to form partnerships, including joint ventures, consortiums, associate arrangements, or back-end support, to execute projects under an Engineering, Procurement, and Construction (EPC) model. These projects will cover end-to-end services, including design, supply, testing, and long-term operations.
The empanelment process has been categorized based on plant capacity, with specific financial requirements for each category. Category A, covering projects up to 10 MW AC, requires an EOI fee of โน11,800 and an EMD of โน2,00,000. Category B, for projects above 10 MW to 25 MW AC, has an EOI fee of โน17,700 and an EMD of โน5,00,000. Category C, representing projects above 25 MW to 50 MW AC, and Category D, for projects above 50 MW AC, both have an EOI fee of โน29,500 and an EMD of โน10,00,000. All fees are inclusive of 18% GST and must be submitted online through RTGS or NEFT to EPILโs designated HDFC Bank account. The EMD submitted by unsuccessful applicants will be refunded after finalization of the process, while the EMD of empaneled agencies will be retained until the conclusion of a two-year Memorandum of Understanding.
Empaneled agencies will also be required to provide the full Performance Bank Guarantee (PBG) and any additional guarantees required by the end client for specific projects. The eligibility criteria for applicants include proven technical experience in similar solar projects and financial stability, with considerations for average annual turnover and net worth.
The schedule for the EOI process has been clearly outlined. The publication date of the notice is January 22, 2026, with documents available for download from 16:05 on the same day. The clarification period is set from January 23 to January 30, 2026. The submission window opens on February 2 at 09:00 hours and closes on February 12 at 15:00 hours, followed by the opening of proposals on February 13, 2026, at 15:00 hours. All submissions must be made through the Central Public Procurement Portal. Once selected, agencies will remain empaneled and eligible for participation in upcoming projects for a period of two years, reflecting EPILโs focus on strengthening Indiaโs solar power capacity through experienced and reliable partners.
