A recent hearing before the Gujarat Electricity Regulatory Commission (GERC) in Gandhinagar has brought attention to a regulatory petition related to wind-solar hybrid power projects in the state. As per the daily order dated January 27, 2026, the Commission was dealing with Petition No. 2329 of 2024, filed by the Distributed Solar Power Association (DSPA). The petition sought a tariff order for implementing the Gujarat Renewable Energy Policy, 2023, with a specific focus on setting a regulatory framework for wind-solar hybrid projects after June 20, 2023.
Along with the main petition, several interlocutory applications were also filed, which added complexity to the case. DSPA had requested ad-interim directions to allow the commissioning of wind-solar hybrid projects while the matter was under consideration. Separately, the Indian Wind Energy Association (IWEA) filed applications seeking interim relief as well as permission to be added as a respondent in the case.
During the hearing held on January 13, 2026, a key development was highlighted by Gujarat Urja Vikas Nigam Limited (GUVNL), listed as Respondent No. 1. GUVNL informed the Commission that the main issue raised in the petition had already been addressed. The Commission had earlier issued the Wind Solar Hybrid Tariff Order No. 01 of 2024 on February 22, 2024. This tariff order laid down the framework for the procurement of power from wind-solar hybrid projects in Gujarat, including projects with energy storage and other related commercial terms.
Based on this, GUVNL submitted that the petition and the related applications had become infructuous, as the relief sought by the petitioners was already granted through the tariff order. However, GUVNL also stated that the applicants should still be given an opportunity to present their views before the Commission takes a final decision.
An important aspect of the hearing was the absence of several parties. When the matter was called, no representatives appeared on behalf of DSPA, IWEA, Uttar Gujarat Vij Company Limited, or Madhya Gujarat Vij Company Limited, even though hearing notices had been issued. Only representatives from GUVNL and Paschim Gujarat Vij Company Limited were present.
Considering the situation, the Commission, comprising Chairman Pankaj Joshi and Member Hiren Shah, decided to adjourn the matter. In the interest of justice, one final opportunity has been given to DSPA and IWEA to appear and make their submissions. The Commission clearly stated that if the parties fail to appear on the next date, the matter will be decided on the basis of the available records, without granting any further adjournments. The next hearing date will be informed separately.
