DDA Invites Bids For 2.2 MW Solar Carport Project At Baansera Park, New Delhi

The Delhi Development Authority has invited online tariff-based competitive bids for a new renewable energy project in the national capital. The project involves setting up a 2.2 MWp ground-mounted solar carport power plant at DDA Baansera Park, located opposite ISBT Sarai Kale Khan in New Delhi. The solar plant will be developed under the Renewable Energy Service Company (RESCO) model and connected through net metering. The selected bidder will be responsible not only for the design, supply, erection, testing, and commissioning of the project but also for operating and maintaining the plant for a long period of 25 years.

The solar power project is expected to support DDAโ€™s efforts to promote clean energy and sustainable infrastructure within the city. The execution timeline for completing the project has been set at six months from the date of award. However, the long-term operation and maintenance responsibility reflects the authorityโ€™s focus on ensuring reliable and efficient performance of the solar asset over its full lifecycle.

To participate in the bidding process, interested agencies must meet defined technical and financial eligibility requirements. From a technical perspective, bidders should have successfully commissioned grid-connected solar photovoltaic projects within the past seven years. Eligible experience includes either one project of at least 1,800 kWp capacity, two projects of 1,400 kWp each, or three projects of 1,000 kWp each. This requirement is aimed at ensuring that only experienced developers with a proven track record in solar installations are considered.

On the financial side, bidders must demonstrate an average annual turnover of at least โ‚น4.30 crore during the last three financial years. In addition, the firm should have a solvency of โ‚น2.60 crore and must not have reported losses in more than two of the last five consecutive financial years ending March 2024. These criteria are intended to assess the financial stability and capacity of bidders to undertake a long-term project.

The tender follows a two-bid system, comprising separate technical and financial bids. Contractors registered with the DDAโ€™s Contractorโ€™s Registration Board are also required to pay annual e-tendering charges based on their registration category, ranging from โ‚น6,000 to โ‚น20,000, excluding GST.

As part of the bidding process, an Earnest Money Deposit of โ‚น17,19,520 is mandatory and must be submitted through RTGS or NEFT to the Senior Accounts Officer, CAU (Horticulture), DDA. The Request for Selection was published on February 3, 2026. A pre-bid meeting is scheduled for February 4, 2026, at 2:00 PM. The deadline for bid submission is February 11, 2026, up to 3:00 PM, while the technical bids will be opened on February 12, 2026, at 3:30 PM. The tender mentions that a performance guarantee will be required for the return of the EMD to the successful bidder, although the exact percentage is expected to follow standard RFS provisions.
