NHPC Limited, a Government of India Navratna enterprise, has invited domestic competitive bids on behalf of Bundelkhand Saur Urja Limited for infrastructure works at a 1200 MW Solar Power Park in Uttar Pradesh. The project will be developed at Madhogarh and Orai in Jalaun district. The tender covers boundary works, internal roads, illumination systems, and the construction of buildings within the solar park.
The estimated cost of the project is Rs. 102.56 crore. NHPC has set the completion period at 350 days from the date of issue of the Letter of Acceptance. The bidding process will follow a single-stage, two-part system. Bidders will first submit technical and financial bids, after which an e-Reverse Auction will be conducted.
Only incorporated legal entities that are financially independent are eligible to participate. Joint ventures and consortiums are not allowed, and only sole bidders can apply. To qualify financially, a bidder must have achieved a minimum annual construction turnover of Rs. 86.91 crore in any one of the last three financial years.
In terms of technical experience, bidders must have completed similar civil works in the last seven years. This condition can be fulfilled by completing one project costing at least Rs. 82.05 crore, or two projects each costing at least Rs. 51.28 crore, or three projects each costing at least Rs. 41.02 crore.
Bidders are required to pay Rs. 10,000 as the cost of the bid document. An Earnest Money Deposit (EMD) of Rs. 1.54 crore must also be submitted in the form of a Demand Draft, Bank Guarantee, or Insurance Surety Bond. While the tender mentions the EMD, details regarding the Performance Bank Guarantee will be finalized at the contract stage. All bidders must comply with Make in India local content norms and sign the required integrity pact to remain eligible.
According to the tender schedule, the notice was published on February 12, 2026, at 18:00 hours, and document download also started on the same day. The last date for seeking clarifications is February 24, 2026. A pre-bid meeting is scheduled for February 26, 2026. Online bid submission will begin on March 12, 2026, and close on March 23, 2026. Offline documents must be submitted by March 25, 2026. The technical bids will be opened on March 27, 2026.
Bids must be submitted online through the Central Public Procurement Portal. Required offline documents should be delivered to the General Manager (Civil Contracts-I) at the NHPC Office Complex in Faridabad, Haryana. The bids will remain valid for 120 days from the last date of online submission.
