The West Bengal Green Energy Development Corporation Ltd (WBGEDCL) has invited e-tenders for setting up a renewable energy project at the Haringhata Layer Farm in Nadia district of West Bengal. The project includes the design, engineering, procurement, installation, and commissioning of a 1 MWp grid-connected rooftop solar photovoltaic power plant integrated with a 0.5 MW/2 MWh Battery Energy Storage System (BESS).
The total estimated project cost is Rs. 11.37 crore, including GST. Apart from the installation work, the selected bidder will also be responsible for the comprehensive operation and maintenance of the plant for a period of five years from the date of commissioning. The project is expected to be completed within 120 days from the date of handing over the site.
WBGEDCL has specified several financial requirements for bidders. Interested companies must pay a non-refundable tender fee of Rs. 10,000 plus 18% GST. An Earnest Money Deposit (EMD) of Rs. 22.74 lakh must be submitted along with the bid. The successful bidder will be required to furnish a Contract Performance Guarantee equal to 10% of the Letter of Award value. In addition, if the quoted bid value is 80% or less of the estimated cost, an extra performance security of 10% will also be applicable.
To be eligible, bidders must be registered Indian companies or firms with at least one year of operational presence in West Bengal. They must have experience in executing similar solar projects for government institutions during the last five years. The tender also requires specific experience in handling Battery Energy Storage System projects of at least 20 kW/40 kWh capacity. Financially, bidders must demonstrate an average annual turnover of at least 30% of the estimated project cost during the last three financial years.
A mandatory site visit has been made part of the tender conditions. Bidders must inspect the site before submitting their proposals and prepare technical designs, generation reports, and layout plans accordingly.
As per the tender schedule, document download started on February 6, 2026. The pre-bid meeting is scheduled for February 11, 2026, while bid submission began on February 12, 2026. The last date for submission is February 27, 2026, up to 4:00 PM. The technical bids will be opened on March 2, 2026. Bidders must ensure that their offers remain valid for 180 days from the date of opening of the financial bid.
