OREDA Invites Bids For Rooftop Solar PV Projects Across Odisha Government Universities

Odisha Renewable Energy Development Agency (OREDA), working under the Department of Energy, Government of Odisha, has issued a Notice Inviting Tender (NIT No. 718) for the installation of on-grid rooftop solar power systems at different government universities across the state. The tender marks a major step in strengthening renewable energy use in Odishaโ€™s higher education institutions.

The project covers the complete design, engineering, supply, installation, testing, and commissioning of rooftop solar PV systems. In addition to installation, the selected bidders will also be responsible for a comprehensive maintenance contract for a period of ten years. The maintenance will be carried out on a rate contract basis, ensuring long-term performance and reliability of the systems.

The tender will be processed through a Domestic Competitive Bidding (DCB) route. It follows an open, single-stage, two-envelope e-bidding system. Under this process, bidders are required to submit separate technical and financial bids. The tender was officially published on February 16, 2026.

As per the schedule, interested bidders can submit their pre-bid queries until February 20, 2026, by 5:00 PM. A virtual pre-bid meeting is scheduled for February 21, 2026, at 12:30 PM to address concerns and clarify technical or commercial issues. The last date for online submission of both technical and price bids is February 27, 2026, at 5:00 PM. Hard copies of the technical bids must be submitted by March 5, 2026, at 5:00 PM. The opening of technical bids is tentatively planned for March 6, 2026, at 3:00 PM. The date for opening the price bids will be shared later with bidders who qualify in the technical evaluation.

Financial security requirements are clearly defined in the tender document. Bidders must submit an Earnest Money Deposit (EMD), also referred to as Bid Security, as specified in the Bid Data Sheet. The EMD can be provided in the form of a Demand Draft, Fixed Deposit Receipt, or Bank Guarantee. After the award of the Letter of Intent, the selected bidder must submit a Performance Bank Guarantee. The total Performance Security is fixed at 5 percent of the total project cost, excluding GST. This amount must be submitted in two equal parts of 2.5 percent each. The first part will remain valid for the first five years, while the second part will cover the remaining five years of the 10-year maintenance period.

The scope of work requires vendors to maintain a minimum Capacity Utilization Factor of 14 percent during the entire contract period. Each installation must be completed within 90 days from the date of issue of the work order. Bidders must also submit site survey reports, single-line diagrams, and proof of having a local office in Odisha. This initiative reflects the state governmentโ€™s continued push to integrate clean energy solutions into public institutions and promote sustainable development.
