Himachal Pradesh Power Corporation Limited (HPPCL) has invited bids for the development of a new renewable energy project in the Una district of Himachal Pradesh. The project involves the design, supply, construction, testing, and commissioning of a 6 MW (AC) solar power plant at Tihra Khas-I. In addition to solar generation, the facility will include a 2.1 MW / 4.2 MWh Battery Energy Storage System (BESS), which is expected to improve grid stability and help manage fluctuations in solar power generation.
The project will be developed on a turnkey basis. This means the selected contractor will handle the complete delivery of the plant, including land development, supply of equipment, construction activities, installation, testing, and final commissioning. Along with the project construction, the contractor will also be responsible for the operation and maintenance of the plant for a period of 15 years after commissioning. The integration of battery storage with solar generation is aimed at improving power reliability and ensuring a smoother energy supply to the grid.
HPPCL has defined several financial requirements for companies interested in participating in the tender process. The bid security or Earnest Money Deposit (EMD) for the project has been set at INR 1 crore. In addition, bidders must pay a non-refundable tender fee of INR 10,000. To qualify financially, companies must demonstrate a minimum average annual turnover of INR 20 crore during the last three financial years. Bidders must also show that they have liquid assets or access to a cash flow of at least INR 10 crore to support the execution of the project.
The tender will follow a single-stage, two-envelope bidding process. Under this process, bidders must submit separate technical and financial proposals. After the evaluation of technical bids, the financial bids of qualified participants will be opened, and the final selection will be carried out through an electronic reverse auction. According to the tender documents, the detailed conditions related to the Performance Bank Guarantee will be mentioned in the relevant section of the bidding documents.
HPPCL has also released the key timeline for the tender process through its official e-tendering portal. The sale of tender documents began on March 10, 2026. A site visit for interested bidders is scheduled for March 23, 2026, followed by a pre-bid meeting on March 24, 2026. The deadline for submission of bids has been set for April 17, 2026, at 2:00 PM, while the technical bids will be opened on the same day at 3:00 PM. The date for opening the financial bids will be announced later.
Bidders are required to submit their proposals in two parts. The technical bid must not contain any pricing information, as any such disclosure will lead to immediate rejection of the proposal. While most of the submission process will be completed online, bidders must also send the original notarized Power of Attorney and the physical EMD instrument to the HPPCL office in Shimla before the bid submission deadline.
To meet the technical eligibility criteria, participating companies must demonstrate prior experience in developing ground-mounted solar projects and battery energy storage systems. The tender specifies different experience thresholds ranging from 0.6 MW to 1.8 MW, depending on the number and size of previously completed contracts. The project is expected to contribute to the expansion of renewable energy capacity in the state while supporting the integration of solar power with energy storage technologies.
