PSPCL Issues Tender For 500 MW/1000 MWh Standalone Battery Energy Storage Projects In Punjab

Punjab State Power Corporation Limited (PSPCL) has released a Notice Inviting Tender for the development of 500 MW/1000 MWh Standalone Battery Energy Storage Systems (BESS) in the state of Punjab. The tender aims to select qualified bidders to build and operate large-scale energy storage systems that will support grid stability and improve the reliability of electricity supply across the state. The bidding process will follow a Tariff-Based Global Competitive Bidding framework and will be managed by the Office of the Chief Engineer/NRSE & Thermal Designs located in Patiala.

The project is part of the stateโ€™s broader efforts to strengthen its power infrastructure and support the integration of renewable energy into the grid. Battery Energy Storage Systems play a critical role in storing surplus electricity and supplying it during peak demand periods, helping utilities manage fluctuations in power generation.

Interested bidders can access the detailed tender documents through the Bharat Electronic Tender portal. Companies wishing to participate in the pre-bid meeting must register their details by March 24, 2026. The same date also serves as the deadline for submitting any queries related to the tender. PSPCL has clarified that all bids must be submitted through the official online e-bidding portal, although certain financial instruments, such as the Earnest Money Deposit, will require both online and offline submission.

According to the tender schedule, the documents became available on March 10, 2026, starting at 3:00 PM. The final date for submitting bids is April 10, 2026, at 3:00 PM. The technical bids will be opened on April 16, 2026, at 11:00 AM, while the financial bids are scheduled to be opened on May 11, 2026, at 11:00 AM. The submitted bids will remain valid until April 10, 2027.

The financial requirements include an Earnest Money Deposit of โ‚น4,71,000 per MW and a Performance Bank Guarantee of โ‚น11,77,500 per MW. In addition, bidders must pay a bid processing fee of โ‚น3,00,000 plus GST and a cost of the Request for Selection document of โ‚น50,000 plus GST. The EMD must be submitted in the form of a Bank Guarantee, Payment on Invocation, or Insurance Surety Bond issued by a nationalized bank or recognized financial institutions such as Power Finance Corporation (PFC) or Rural Electrification Corporation (REC).
