PFC Consulting Limited, a subsidiary of Power Finance Corporation, has started the bidding process for a new intra-state transmission project in the state of Maharashtra. The project is titled โEstablishment of 400 kV AIS Hingoli Westโ and aims to strengthen the electricity transmission network in the Hingoli region. The initiative is expected to support the stateโs rising power demand and improve the reliability of power supply in the area.
The project will focus on developing important transmission infrastructure in Hingoli district. Under the plan, a new 400 kV Air Insulated Substation (AIS) will be constructed at Hingoli West. In addition to the substation, a 400 kV double circuit transmission line will be developed to connect Hingoli West with Jalna. The project will also include several 220 kV transmission lines connecting the new substation to Parbhani and Hingoli. These transmission lines will help strengthen the grid network and support better power distribution across nearby regions.
The selected Transmission Service Provider (TSP) will implement the project under the build, own, operate, and transfer (BOOT) model. This means the selected company will design, finance, build, and operate the project for a fixed period before transferring it to the state utility. According to the project guidelines, the implementation timeline for the transmission system is 24 months from the effective date of the project.
The bidding process will follow a tariff-based competitive bidding mechanism. Under this process, bidders will compete by quoting the lowest transmission charges through an electronic reverse auction platform. The bidder offering the most competitive tariff will be selected as the Transmission Service Provider.
The winning bidder will also acquire 100 percent equity in a special-purpose vehicle that is currently being formed for this project. The selected company will provide transmission services for a period of 35 years. After the completion of the concession period, the transmission assets will be transferred to the Maharashtra State Transmission Utility.
Several financial conditions have also been defined for interested bidders. Participants must submit an Earnest Money Deposit or Bid Bond worth โน10.04 crore along with their technical bid. The Request for Proposal documents are available for purchase at a non-refundable fee of โน5 lakh plus 18 percent GST.
The bidding documents were released on March 13, 2026. Interested companies can obtain the documents up to one working day before the final submission deadline. All bids must be submitted online by 3:00 PM (IST) on May 15, 2026. The technical bids will be opened on the same day at 3:30 PM.
The new transmission infrastructure is expected to play an important role in strengthening the state grid and enabling the integration of renewable energy sources, including solar power projects that are planned to be connected to the new substation in the coming years.
