NHPC Limited, a Navratna public sector enterprise under the Government of India, has invited bids for the development of grid-connected rooftop solar projects across government buildings in Sikkim, Manipur, and Nagaland. The projects will be developed under the RESCO (Renewable Energy Service Company) model, where developers will invest in, install, and operate the solar systems while supplying electricity to the consumers under long-term agreements.
The company has issued a Request for Selection (RfS) through a single-stage, two-part bidding process. The selection procedure will include technical and financial bid evaluations followed by an e-reverse auction. The initiative is expected to support the growth of renewable energy infrastructure in the northeastern region of India while promoting clean energy adoption in government establishments.
According to the tender conditions, eligible bidders can be Indian legal entities such as incorporated companies, sole proprietorship firms, partnerships, or limited liability partnerships. Bidders are also allowed to participate as a consortium consisting of up to three members. Applicants must meet certain financial qualification criteria to participate in the tender process.
The tender specifies that bidders should have a minimum net worth of ₹9,900 per KW. They must also satisfy liquidity requirements through one of the following conditions: an annual turnover of at least ₹4,950 per KW, a Profit Before Depreciation Interest and Tax (PBDIT) of ₹990 per KW, or an in-principle sanction letter for a line of credit of at least ₹1,238 per KW. Selected developers will have to commission the rooftop solar plants within nine months from the signing date of the Power Purchase Agreement (PPA).
The tender has been divided into multiple categories based on districts and project locations. In Sikkim, document fees vary from ₹1,000 to ₹1,500 depending on the district, including Gangtok, Namchi, Pakyong, Soreng, Gyalshing, and Mangan. Similar category-wise fees have also been announced for locations in Manipur and Nagaland.
The Earnest Money Deposit (EMD) amount also differs according to the project category and location. In Sikkim, the EMD ranges from ₹1 lakh to ₹1.79 lakh, while in Manipur the highest EMD is ₹4.01 lakh for Imphal West projects. In Nagaland, Dimapur carries an EMD of ₹1.27 lakh, while other districts such as Kohima, Mon, Mokokchung, and Peren require ₹1 lakh.
The bid submission process has already started and will remain open until June 8, 2026. Technical bids are scheduled to be opened on June 11, 2026. All applications and supporting documents must be submitted through the Central Public Procurement Portal within the specified deadlines.
