NTPC Vidyut Vyapar Nigam Limited Invites Bids For Rooftop Solar Project At AIIMS Bilaspur

NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly owned subsidiary of NTPC Limited, has invited bids for the development of a 320 kW grid-connected rooftop solar power project at AIIMS Bilaspur. The project will be executed through a domestic competitive bidding process and follows a single-stage, two-envelope system comprising techno-commercial and price bids.

Under the scope of work, the selected EPC contractor will undertake the complete design, engineering, supply, installation, testing, and commissioning of the rooftop solar project. In addition to project execution, the contractor will also be responsible for providing comprehensive operation and maintenance services for a period of 10 years. The scope further includes obtaining all necessary statutory approvals, permits, and licenses required for the successful execution of the project, including approvals related to net metering.

The tender participation has been restricted to NVVN enlisted bidders who qualify as either Class-I local suppliers or Class-II local suppliers under the Public Procurement (Preference to Make in India) Order. The tender document also specifies that bidders from countries sharing a land border with India must be registered with the competent authority to participate in the bidding process.

One of the major requirements for bidders is the mandatory site survey. Interested bidders must visit the project site and submit an undertaking on their official letterhead confirming that the site visit has been completed. The tender document clearly mentions that failure to submit this undertaking will lead to rejection of the bid.

The bid also includes financial requirements in the form of an Earnest Money Deposit (EMD) of Rs 2 lakh. Bidders can submit the EMD either through an electronic bank guarantee (e-BG) or via Electronic Fund Transfer (EFT) to NVVNโ€™s ICICI Bank account. While the invitation document states that no specific qualifying requirements are applicable for this package, detailed conditions related to the Performance Bank Guarantee and other contractual obligations are available in the complete bidding documents hosted on the Government e-procurement portal, GePNIC.

The entire bidding process will be conducted online through the GePNIC portal. The tender document confirms that there will be no pre-bid conference for this project. All bidders are required to use a valid Class-3 Digital Signature Certificate for participation in the e-tendering process.
