KIOCL Limited, a Government of India enterprise headquartered in Bengaluru, has invited bids for the development of a floating solar power project at its Blast Furnace Unit (BFU) located in Panambur, Mangaluru. The company has issued a Notice Inviting Tender (NIT) for the design, engineering, supply, installation, testing, and commissioning of a floating Solar Photovoltaic (PV) power plant with a minimum capacity of 2.7 MWp.
The project will be implemented on a Build-Own-Operate (BOO) basis and will be installed over the water reservoir available at the BFU facility. As per the tender document, the selected contractor will be responsible for carrying out the entire scope of work, starting from the preparation of the Detailed Project Report (DPR) to the final commissioning of the plant. The work also includes power evacuation up to the 6.6 kV feeder of the Pellet Plantโs Captive Power Plant (CPP) HT panel.
Apart from the installation activities, the successful bidder will also undertake the operation and maintenance (O&M) of the floating solar plant for a period of 25 years. KIOCL has specified that the plant installation must be completed within five months from the date of drawing approval, excluding the monsoon season.
The tender was officially published on May 22, 2026. Interested bidders can submit their pre-bid queries through email until June 3, 2026, by 5:00 PM. A pre-bid meeting will be conducted through video conferencing on June 4, 2026, at 11:00 AM. The final date for online bid submission through the companyโs e-tendering portal is June 22, 2026, by 5:00 PM.
The bidding process will follow a two-part system comprising a Techno-Commercial Bid and a Price Bid. An e-reverse auction will also be conducted among technically qualified bidders.
KIOCL has also laid down financial eligibility criteria for participating agencies. Bidders must submit an Earnest Money Deposit (EMD) of Rs. 70.62 lakh through approved payment modes, including electronic transfer, demand draft, bankerโs cheque, or insurance surety bonds. Exemptions are available for eligible Micro and Small Enterprises (MSEs) and startups subject to submission of valid supporting documents.
Additionally, participating companies must have an average annual turnover of at least Rs. 11 crore during the last three financial years ending March 31, 2025. The selected bidder will also have to furnish a Performance Bank Guarantee or Security Deposit equal to 5% of the total contract value excluding GST. The floating solar project is expected to support KIOCLโs efforts toward clean energy adoption and better utilization of industrial water resources for sustainable power generation.
