The Haryana government has moved ahead with a major renewable energy initiative by inviting online competitive bids for the installation of rooftop solar power plants across various Market Committee facilities in the state. The project is being executed through the Haryana State Agriculture Marketing Board (HSAMB), Panchkula, under the supervision of its Electrical Division in Rohtak. The tender has been issued in the name of the Governor of Haryana and focuses on expanding solar energy infrastructure across government-linked buildings and Pre-Engineered Building (PEB) sheds.
According to the tender details, the project involves the supply, installation, testing, and commissioning of rooftop solar systems with a combined capacity of 1308.00 kWp. The estimated project cost has been fixed at Rs 551.29 Lakhs. Authorities have clearly stated that bidders must quote for the entire project capacity, as partial bids will not be accepted during the evaluation process.
The official tender notice was issued on May 19, 2026, and the bidding documents were made available for download on the same day through the e-tendering portal. Interested contractors, firms, and cooperative societies are required to submit both technical and financial bids online before the deadline of June 5, 2026, up to 12:00 PM. The technical bid evaluation process will begin later the same day at 2:00 PM at the office of the Electrical Division in Rohtak.
The selected contractor will be required to complete the full project within a period of seven months from the date of allotment. The tender conditions also specify that submitted bids must remain valid for 120 days from the closing date, making October 3, 2026, the final validity date for bid acceptance.
To participate in the bidding process, applicants are required to pay a non-refundable tender document fee of Rs 20,000 along with an e-service fee of Rs 1,180. In terms of Earnest Money Deposit (EMD), registered contractors under the Haryana Engineering Works Portal are exempted from depositing cash security, although they must upload an Earnest Money Declaration Form. Unregistered contractors, however, are required to deposit the EMD online. The EMD amount has been fixed at Rs 11,02,600 for independent contractors and Rs 5,51,300 for cooperative societies.
The tender also includes provisions related to performance security for the successful bidder. A Performance Bank Guarantee equivalent to 5% of the accepted contract value must be submitted within 15 days from the issue of the Letter of Acceptance. Cooperative Labour and Construction Societies have been given a concession, with their performance guarantee capped at 2.5% of the contract value. The security amount must remain valid for 45 days beyond the completion of the defect liability and maintenance period.
