MNRE Floats ₹3.08 Crore Tender For PMU Under Small Hydro Power Development Scheme

The Ministry of New and Renewable Energy (MNRE) has invited bids from professional agencies to establish and operate a Project Management Unit (PMU) under the Small Hydro Power (SHP) Development Scheme. The assignment will support the implementation and monitoring of the scheme over a five-year period from FY 2026-27 to FY 2030-31.

According to an official memorandum issued by the Ministry’s Small Hydro Power Division, the tender has been published on the Government e-Marketplace (GeM) portal as well as the Ministry’s website to ensure broad participation and transparency in the selection process. The tender has been registered under bid number GEM/2026/B/7696626 and was released on June 22, 2026.

Interested agencies are required to submit their proposals online through the GeM portal. The last date for submission of bids is July 13, 2026, at 5:00 PM. Technical bids will be opened on the same day at 5:30 PM. The Ministry has specified that all submitted bids must remain valid for a period of 90 days from the closing date.

The selected agency will initially be appointed for a period of two years. The project will require a dedicated team comprising a Team Lead, Programme Manager, IT Expert, and Executive Assistants. The PMU will provide management consulting and implementation support services for the Small Hydro Power Development Scheme.

The selection process will follow the Quality and Cost Based Selection (QCBS) method, with a technical and financial weightage ratio of 70:30. Bidders must secure at least 60 marks out of 100 in the technical evaluation to qualify for the financial assessment stage.

The estimated value of the contract is more than ₹3.08 crore, including all applicable taxes. An Earnest Money Deposit (EMD) of ₹10 lakh is required and must be submitted through the State Bank of India. However, Micro and Small Enterprises (MSEs) and DPIIT-recognized startups are exempt from the EMD and turnover requirements, provided they meet the prescribed technical qualifications.

For other bidders, the Ministry has set a minimum average annual turnover requirement of ₹10 crore during the last three financial years. Agencies must also have at least two years of experience in providing similar project management services to government departments or public sector undertakings.

A pre-bid meeting has been scheduled for July 2, 2026, at 3:00 PM and will be conducted in both physical and virtual modes. The Ministry has advised all bidders to comply with applicable labour regulations and procurement guidelines while submitting their proposals before the deadline.
