Jodhpur Vidyut Vitran Nigam Invites Bids For INR627.50 Crore Rooftop Solar Project Covering 1 Lakh Homes In Rajasthan

Jodhpur Vidyut Vitran Nigam Limited (JdVVNL) has invited competitive e-bids for a large-scale rooftop solar project under the PM-Surya Ghar: Muft Bijli Yojana. The tender, aims to accelerate rooftop solar adoption across the Jodhpur Discom region through a utility-led aggregation model operating on a Capital Expenditure (CAPEX) basis.

The project involves the design, engineering, supply, installation, testing, and commissioning of grid-connected rooftop solar systems for 1,00,000 residential consumers. In addition to executing the installations, the successful bidders will also be responsible for operating and maintaining the solar systems for an initial period of five years. The contract also includes an option to extend the operation and maintenance services for another five years, ensuring long-term system performance and reliability.

JdVVNL has estimated the total value of the project at approximately Rs. 627.50 crore, making it one of the significant rooftop solar initiatives being implemented under the central government’s PM-Surya Ghar: Muft Bijli Yojana. The programme is designed to encourage households to adopt clean energy while reducing electricity expenses and supporting India’s renewable energy targets.

According to the tender schedule, the downloading of tender documents and online bid submission began on July 10, 2026, from 11:00 AM. A pre-bid meeting has been scheduled for July 15, 2026, to address queries from prospective bidders. The last date for online submission of bids is July 29, 2026, until 5:00 PM, while the technical and financial bids are scheduled to be opened on July 31, 2026, at 3:00 PM.

Interested developers are required to pay a non-refundable tender document fee of Rs. 10,000 along with 18% GST. In addition, an e-procurement processing fee of Rs. 2,950, inclusive of GST, must be paid through a Demand Draft or Banker’s Cheque in favour of the Managing Director, RISL, Jaipur. Bidders must also submit hard copies of the processing fee receipt and the original Rajasthan Non-Judicial Stamp documents to the Office of the Superintending Engineer (RE-DSM), Jodhpur, by July 30, 2026, at 3:00 PM.

The tender also requires an Earnest Money Deposit (EMD), or bid security, equal to 2% of the estimated project cost. Based on the total project value, the EMD amounts to Rs. 12.55 crore. The Performance Bank Guarantee (PBG) will be applicable as specified in the detailed tender documents. JdVVNL has advised interested bidders to carefully review all tender conditions and complete their submissions well before the deadline to avoid last-minute technical issues on the state’s e-procurement portal.
