The Nama Power and Water Procurement Company (PWP) has announced a new tender seeking technical consultancy services for the development of its upcoming Solar 2030 Independent Power Projects (IPPs). The initiative marks another major step in Oman’s clean energy transition and supports the country’s long-term strategy to diversify its energy sources while increasing the share of renewable energy in the national electricity mix.
PWP, which is responsible for procuring new electricity and water generation capacity under Oman’s electricity and water sector regulations, plans to develop four large-scale solar power projects connected to the Main Interconnected System (MIS). Each project will have a planned generation capacity of 1,000 MW, taking the combined capacity of the programme to 4,000 MW. The projects are expected to begin commercial operations during the second quarter of 2030.
To support the successful implementation of these projects, PWP is inviting experienced consultancy firms to provide technical advisory services. The selected consultant will assist the company in project development activities and provide technical guidance throughout the competitive tendering process for selecting future project developers.
The consultancy contract has been issued under Tender Number OPWP/2026/032. According to the tender schedule, the purchase of tender documents began on 12 July 2026 and will remain open until 22 July 2026. Interested bidders are required to pay a non-refundable tender fee of 250 Omani Rials. However, the fee has been waived for eligible Small and Medium Enterprises (SMEs) that possess a valid Riyada card, supporting the participation of local businesses.
The deadline for submitting bids is set for 26 August 2026 at 12:00 PM Oman time. PWP has specified that all tender documents will be available only through its official online procurement portal. Likewise, all payments related to the tender must be completed electronically through the same platform. Any requests for clarification must be directed to the designated procurement officer through the official email provided in the tender documents.
The tender also includes financial security requirements. Bidders must submit a tender bond equal to at least 1% of the total tender value. The bank guarantee must remain valid for a minimum of 120 days from the bid submission deadline to ensure the seriousness of participating firms.
The planned 4,000 MW Solar 2030 programme represents one of Oman’s largest renewable energy initiatives. Once completed, the projects are expected to strengthen the country’s electricity supply, reduce dependence on conventional fuels, and contribute to lowering carbon emissions. The tender also highlights Oman’s continued commitment to attracting experienced international and regional firms to help deliver its ambitious renewable energy targets by the end of the decade.
