NTPC Invites EPC Bids For 10 MLD DM Plant At Andhra Pradesh Green Hydrogen Hub

NTPC Limited, acting on behalf of NTPC Green Energy Limited (NGEL), has invited bids for the engineering, procurement, and construction (EPC) package for a 10 MLD De-Mineralisation (DM) Plant at the upcoming NGEL Green Hydrogen Hub in Pudimadaka, Anakapalli district of Andhra Pradesh. The project will be developed on a turnkey basis and financed through a mix of debt and equity, supporting India’s growing green hydrogen infrastructure.

The selected contractor will be responsible for the complete execution of the project, including basic design, detailed engineering, procurement, fabrication, supply, erection, testing, commissioning, and Performance Guarantee (PG) testing. The contract also includes five years of comprehensive operation and maintenance (O&M). The DM plant has been designed for a minimum operational life of 25 years, ensuring long-term reliability for the green hydrogen facility.

According to the bid documents, the plant will produce 20 million litres per day (MLD) of treated water, 10 MLD of demineralized water, and 12 kilolitres per day (KLD) of drinking water. The scope also includes installation of pre-treatment and demineralization systems, a drinking water system equipped with ultraviolet (UV) treatment, storage and distribution facilities, sludge and waste handling systems, air conditioning and ventilation, fire protection systems, and a fully integrated testing laboratory.

Feedwater for the plant will be supplied through a pipeline located within 300 metres of the project site, while power will be sourced from the NGEL switchgear building situated within 1,000 metres.

The Invitation for Bids (IFB) was issued on July 24, 2026. Bid documents will be available for download from August 5, 2026, beginning at 5:00 PM IST. A pre-bid conference has been scheduled for August 20, 2026, at 10:30 AM IST, while bidders may submit queries until August 21, 2026. The deadline for bid submission is September 2, 2026, at 1:00 PM IST, with techno-commercial bids set to be opened later that day at 3:30 PM IST. The opening date for price bids will be announced after completion of the techno-commercial evaluation.

Bidders must submit an Earnest Money Deposit (EMD) of INR 2 crore through an approved financial instrument, electronic bank guarantee, or electronic fund transfer. Any bid submitted without the required bid security will be treated as non-responsive. While the tender requires a Performance Bank Guarantee (PBG), the specific value has not been mentioned in the notice and will be governed by the detailed bidding documents.

The tender is open only to Class-I Local Suppliers under the Government of India’s Make in India policy. Class-II and non-local suppliers are not eligible to participate. In addition, bidders from countries sharing a land border with India must possess the required government registration.

To qualify technically, bidders must have successfully designed, supplied, erected, and commissioned at least one Reverse Osmosis (RO) plant with a minimum stream capacity of 60 cubic metres per hour, which should have been in successful operation for at least one year before the techno-commercial bid opening. Financially, bidders must demonstrate an average annual turnover of at least INR 102 crore during the last three financial years and meet the prescribed net worth requirements outlined in the bidding documents. Holding company support is permitted subject to compliance with the specified conditions.
