Terra Clean Invites Bids For 350 MW ISTS Solar Project Land Aggregation In Andhra Pradesh

Terra Clean has invited proposals for land aggregation for a 350 MW Inter-State Transmission System (ISTS)-connected solar energy project in Andhra Pradesh, as part of its continued efforts to expand renewable energy generation and strengthen the country’s power transmission network. The Request for Proposal (RFP) has been issued by Terra Clean Limited, a public sector undertaking, inviting experienced land aggregators, developers, and contractors to secure suitable land for the project.

The proposed solar power project will be located in the vicinity of the Krishnagiri (Kurnool V) ISTS Pooling Substation in Krishnagiri Taluka of Kurnool district. Selecting a site close to an existing interstate transmission substation is expected to simplify power evacuation and improve the integration of the electricity generated into the national grid. This will allow clean energy produced by the plant to be transmitted efficiently to different parts of the country.

Land aggregation is a critical first step in developing large-scale renewable energy projects. The selected bidder will be responsible for identifying and consolidating suitable contiguous land parcels that meet technical, legal, and environmental requirements. The scope of work also includes negotiating with landowners and ensuring the delivery of clear, encumbrance-free land through purchase or long-term lease agreements. Proper execution of this process is expected to reduce project delays during construction and future operations.

According to the tender notice, registered under reference number TeCL/CC/Solar/2026-27/06 and Bidsinfo Reference Number 36653297, bidders must demonstrate their technical expertise, legal capabilities, and previous experience in land acquisition or aggregation. Companies are also expected to have a strong local presence and the ability to manage negotiations, documentation, and regulatory compliance throughout the land acquisition process.

The tender has been issued as an open and advertised works contract under the power and energy projects category. No tender fee or earnest money deposit (EMD) has been specified. The document download and bid submission process began on July 27, 2026. Interested parties can download tender documents until August 23, 2026, while bid submissions will close at 3:00 PM on August 24, 2026. The bids are scheduled to be opened later the same day at 3:30 PM.

The project reflects India’s ongoing commitment to expanding its renewable energy capacity while strengthening interstate transmission infrastructure. By connecting utility-scale solar projects directly to the ISTS network, electricity can be delivered more efficiently to regions with high power demand. The initiative is also expected to support India’s long-term goals of reducing carbon emissions, lowering dependence on fossil fuels, and accelerating the transition to clean and sustainable energy.
