The National Energy Regulator of South Africa (NERSA) has extended the public consultation period for its Draft Market Inquiry Report on fixed charges and generation capacity charges imposed by electricity distributors. The regulator announced that the deadline for submitting written comments has been moved from 27 July 2026 to 8 September 2026, providing stakeholders with an additional 30 working days to review the consultation documents and share their views.
According to NERSA, the extension was granted after receiving a request for more time from interested parties. The regulator said the decision was made to ensure that all stakeholders are treated fairly and have an equal opportunity to prepare detailed and well-informed submissions. The extended consultation period will allow participants to carefully examine both the Draft Market Inquiry Report and the accompanying consultation paper before providing feedback.
The consultation forms part of NERSA’s ongoing efforts to ensure transparency and public participation in regulatory decision-making. Through the publication of these documents, the regulator is inviting stakeholders to review its methodology, data analysis, preliminary findings, and proposed recommendations related to fixed charges and generation capacity charges in the electricity sector. NERSA believes that a broad consultation process will help strengthen the quality and credibility of the final report.
The regulator has encouraged participation from a wide range of stakeholders across the electricity sector. These include electricity customers, municipalities, Eskom, independent power producers, electricity traders, industry associations, organized business groups, agricultural organizations, consumer advocacy groups, academic institutions, and members of the public. By seeking input from different sectors, NERSA aims to gather diverse perspectives that will contribute to a balanced and evidence-based outcome.
NERSA has specifically requested comments on several aspects of the draft report. Stakeholders are invited to provide feedback on the methodology used during the market inquiry, the evidence and analysis presented in the report, the preliminary findings and conclusions, the proposed regulatory recommendations, and any additional information or data that could assist in finalizing the report.
Written comments and queries should be submitted electronically to electricity.marketinquiry@nersa.org.za no later than 8 September 2026. NERSA emphasized that meaningful public participation is essential for developing a robust, objective, and credible final report. The regulator stated that incorporating stakeholder feedback will help support transparent, fair, and effective regulation of electricity tariffs and charging structures across South Africa.
