PM Surya Ghar Scheme Nears 4 Million Rooftop Solar Installations, Over 1.89 Million Households Report Zero Power Bills

The PM Surya Ghar: Muft Bijli Yojana is rapidly transforming rooftop solar adoption across India by making clean energy more affordable and accessible for middle-income and economically weaker households. In a written reply in the Rajya Sabha, Union Minister of State for New and Renewable Energy, Shri Shripad Yesso Naik, shared details of the government’s financial support, incentives, and progress under the flagship scheme.

To encourage wider adoption of rooftop solar systems, the government has introduced several financial measures aimed at reducing the upfront cost of installation. Under the scheme, households receive higher Central Financial Assistance (CFA) for the first two kilowatt-peak (kWp) of rooftop solar capacity. This higher subsidy helps lower the initial investment required for families installing solar systems.

The government has also made financing easier by offering collateral-free loans through nationalized banks. These loans are available at a concessional interest rate of the repo rate plus 50 basis points, which is currently 5.75% per annum. Beneficiaries can repay the loans over a period of up to 10 years, making rooftop solar systems more affordable for a larger section of the population.

In addition to direct financial support, the scheme has incorporated Renewable Energy Service Company (RESCO) and Utility-Led Aggregation models. These implementation models are designed to improve access to rooftop solar while simplifying project execution and encouraging wider participation across the country.

The government has significantly increased financial support for the scheme over the past three financial years. During FY 2024-25, actual expenditure reached Rs 7,822.92 crore, exceeding the original budget allocation of Rs 6,250 crore. In FY 2025-26, expenditure stood at Rs 16,166.23 crore against a budget estimate of Rs 20,000 crore. For FY 2026-27, the government has allocated Rs 22,000 crore, of which Rs 10,392.48 crore had already been spent as of July 22, 2026.

The scheme has delivered strong results across the country. As of July 22, 2026, a total of 3,972,447 rooftop solar systems had been installed, benefiting more than 4.8 million households. Apart from increasing the use of renewable energy, the initiative has also reduced electricity expenses for participating families. More than 1.89 million households have reported receiving zero electricity bills during months when their solar power generation met most of their electricity needs.
