The Solar Energy Corporation of India Limited (SECI) has invited bids for setting up grid-connected rooftop solar photovoltaic (PV) projects under the Capital Expenditure (CAPEX) mode across multiple locations in India. The tender aims to support the country’s renewable energy expansion and contribute to the target of achieving 50% renewable energy capacity by 2030 under the Panchamrit initiative.
SECI issued the Request for Proposals (RfP) under Tender No. SECI/C&P/OP/15/0005/26-27 on August 6, 2026. The tender covers a tentative cumulative rooftop solar capacity of 922.635 kW for various government and institutional client organizations.
The participating organizations include regional offices of the Employees’ Provident Fund Organisation (EPFO), West Zone Cultural Centre, Textiles Committee, National Book Trust, Central Silk Board institutions, South Zone Cultural Centre and the Institute of Hotel Management, Ahmedabad. While SECI will manage the bidding process, the respective client organizations will own the completed solar projects and enter into Contract Agreements with the selected developers.
The selected project developers will be responsible for the complete execution of the projects on a turnkey basis. Their scope will include design, engineering, supply of equipment and materials, civil works, installation, testing and commissioning of the rooftop solar PV systems. Developers will also be responsible for providing comprehensive operation and maintenance services for five years after operational acceptance.
The projects are required to be completed within six months from the Effective Date of the Contract Agreement. The O&M period will continue for 60 months from the date of Operational Acceptance.
The tender follows a single-stage, two-envelope bidding process through the ISN-ETS electronic tendering platform. Bidders are required to submit an Earnest Money Deposit (EMD) of INR 900 per kW of quoted capacity through a Bank Guarantee, Payment on Order Instrument or Insurance Surety Bond. The EMD must remain valid for nine months from the bid submission deadline. Udyam-registered Micro and Small Enterprises are exempt from the EMD requirement.
Successful bidders must submit a Contract Performance Guarantee equivalent to 7.5% of the total Contract Agreement Value. The guarantee is required within 20 days of the Notification of Award or before signing the Contract Agreement. Its validity will cover 70 months, including project execution, O&M and an additional four-month claim period.
SECI will also charge a success fee of INR 1,350 per kW plus applicable GST to successful bidders. The tender specifies a minimum annual Capacity Utilization Factor (CUF) of 15%. Developers failing to meet the declared generation performance may face a penalty of INR 4 per kWh for the shortfall.
The tender provides an opportunity for developers to participate in government-led rooftop solar deployment while supporting greater adoption of distributed renewable energy across institutional facilities.
