The Philippines has taken a major step toward expanding localized clean energy infrastructure with the groundbreaking of the country’s first integrated solar and battery energy storage facility in Pampanga.
The project is being developed in the municipality of Magalang through a partnership between Citicore Renewable Energy Corporation and Pampanga I Electric Cooperative. The facility will combine a 41 MWp solar power plant with a 53 MWh battery energy storage system, allowing renewable electricity to be generated and stored for local consumption.
A key feature of the project is its embedded design. Instead of sending electricity through the national transmission grid, the facility will supply power directly to the local distribution network operated by the electric cooperative. This approach can reduce transmission-related energy losses because electricity does not have to travel over long distances through high-voltage transmission infrastructure.
The localized power supply is also expected to support grid stability in the region. By supplying electricity closer to consumers, the project can help manage local power requirements while reducing exposure to additional costs linked to congestion on the national transmission system.
The facility will also support the electric cooperative in meeting the Philippines’ Renewable Portfolio Standards. These requirements encourage electricity distributors to increase the share of renewable energy in their power supply.
According to the project partners, reducing electricity costs for consumers is one of the main objectives of the initiative. The combination of solar generation and battery storage is expected to provide a more stable and reliable supply while supporting the region’s growing electricity demand.
The project builds on a commercial partnership established between Citicore Renewable Energy Corporation and Pampanga I Electric Cooperative in 2024. The two organizations have been working together on energy supply solutions designed to reduce pressure on electricity bills and strengthen local power supply.
Construction of the integrated solar and storage facility is now officially underway, with full completion targeted for the second half of 2027. Once operational, the project is expected to demonstrate how renewable generation and energy storage can be integrated directly into local distribution networks.
The initiative could also provide a model for other electric cooperatives and distribution utilities in the Philippines seeking to develop localized renewable energy systems while improving reliability and managing electricity costs.
