Paradip Port Floats Tender For 1 MW Green Hydrogen Plant And 8 Fuel Cell Buses

Paradip Port Authority has invited online bids from eligible firms for Project Management Consultancy (PMC) services for developing a 1 MW electrolyser-based green hydrogen plant and procuring eight hydrogen-powered fuel cell electric buses. The initiative is aimed at promoting clean energy use across maritime infrastructure and supporting zero-emission transportation in Odisha.

The estimated cost of the consultancy work is Rs. 2.18 crore, excluding GST. The selected consultant will be responsible for preparing techno-economic feasibility reports, tender documents and technical specifications, as well as supporting the authority in bid evaluation and project implementation.

The proposed project will include a 1 MW green hydrogen generation system along with hydrogen compression, high-pressure storage, safety systems and automated refuelling dispensers. The scope will also cover procurement of eight 32-seater fuel cell electric buses. The consultant will support site safety studies, monitor project execution and oversee the operationalisation and three-year maintenance period of the green hydrogen facility.

To qualify, bidders must have experience in providing consultancy services for similar electrolyser-based green hydrogen plants during the seven-year period ending July 31, 2026. Firms must have completed either one similar assignment worth at least Rs. 1.744 crore, two assignments worth Rs. 1.09 crore each, or three assignments worth Rs. 87.20 lakh each, excluding GST.

Bidders are also required to demonstrate an average annual financial turnover of at least Rs. 65.40 lakh during the three financial years ending March 31, 2025. An Earnest Money Deposit (EMD) of Rs. 4.36 lakh is required through electronic transfer, Demand Draft or electronic Bank Guarantee. However, Micro and Small Enterprises with valid Udyam registration are exempt from the tender fee and EMD.

The successful bidder will have to submit a Performance Bank Guarantee or Security Deposit within 30 days of receiving the Letter of Intent. The guarantee must remain valid for at least 60 days beyond completion of the contract. Delays in submitting the security may attract additional deposits of 5% for delays of up to 15 days and 15% for delays of up to 30 days.

The tender process began on August 12, 2026, at 12:30 PM. Bidders can submit their offers until September 2, 2026, at 6:00 PM. Technical and price bids will be opened on September 3, 2026, at 3:30 PM.

The bids will remain valid for 180 days. The initial contract period is 150 calendar days, covering project commencement through vendor selection, followed by project monitoring and three years of operational support. The project represents an important step toward integrating green hydrogen and hydrogen mobility into India’s port infrastructure.
