Nama Power and Water Procurement Company (PWP), Oman’s authority responsible for procuring power and water capacity, has invited bids for legal consultancy services for its Solar 2030 Independent Power Projects (IPPs). The initiative is part of Oman’s efforts to increase renewable energy generation, diversify its electricity mix and support the country’s long-term clean energy goals.
Under tender reference OPWP/2026/037, PWP plans to develop three additional large-scale solar power projects. Each project is expected to have a capacity of 1,000 MW, giving the planned portfolio a combined capacity of 3,000 MW. All three projects will be connected to Oman’s Main Interconnected System (MIS) and are targeted to achieve scheduled commercial operation by the second quarter of 2030.
The selected legal consultancy will provide legal support throughout the project development and procurement process. Its responsibilities will include advising PWP on the development of the solar projects and supporting the competitive tendering framework for selecting project developers.
PWP has opened the tender document purchase period from 2 September 2026 to 10 September 2026. Interested companies can obtain the tender documents through the electronic tendering portal available on PWP’s official website. The standard fee for purchasing the documents is OMR 250, excluding VAT. However, eligible small and medium enterprises (SMEs) holding a valid Riyada card can obtain the tender documents without paying the document fee.
Companies intending to participate must submit their bids by 18 October 2026 at 12:00 PM Oman Time. Bidders are also required to provide a tender bond in the form of a bank guarantee. The guarantee must be equivalent to at least 1% of the total tender value and must remain valid for 120 days after the bid submission deadline.
PWP has specified that all payments related to the tender must be completed electronically through its official website. Firms seeking clarification or additional information can contact the procurement officer by email, with the relevant tender number clearly mentioned in the subject line.
The Solar 2030 programme represents another step in Oman’s plans to expand utility-scale renewable energy capacity. The proposed 3,000 MW solar portfolio is expected to contribute to the country’s growing clean power infrastructure while supporting future electricity demand and reducing dependence on conventional power generation.
