Rajasthan Electronics & Instruments Limited (REIL) has invited bids for the implementation of 15 MWp of grid-connected rooftop solar power projects across government buildings in various States and Union Territories. The tender, issued as NIT No. REIL/NIT/PMC/2026-27/001 on September 8, 2026, will be implemented under the Renewable Energy Service Company (RESCO) model.
REIL, a Mini Ratna Central Public Sector Enterprise based in Jaipur, is working as a Scheme Implementation Partner under the Ministry of New and Renewable Energy’s (MNRE) PM Surya Ghar: Muft Bijli Yojana. The initiative aims to promote renewable energy use in government infrastructure and contribute to India’s target of achieving 500 GW of renewable energy capacity.
The tender will follow a single-stage, two-envelope e-tendering process through the Central Public Procurement Portal. Bidders will compete on the basis of levelized tariffs for a 25-year project period. The tariff ceiling has been fixed at Rs. 4.64 per kWh for general category states and Rs. 5.15 per kWh for special category regions. Capacity will be awarded to bidders based on the lowest quoted tariff (L-1) for each region.
Participating bidders are required to submit an Earnest Money Deposit of Rs. 0.45 lakh per MWp of quoted capacity. Registered Micro and Small Enterprises and recognized startups can claim exemption from the EMD requirement by submitting valid UDHYAM or DPIIT certificates along with a Bid Securing Declaration. Successful bidders will also be required to provide a Performance Bank Guarantee and deposit 15% of the applicable Project Management Consultancy charges within the prescribed period before issuance of the Letter of Award.
The total 15 MWp capacity has been divided into five regional clusters. Region 1, covering Andhra Pradesh, Telangana and Odisha, has 4,900 KWp. Region 2, comprising Himachal Pradesh, Uttarakhand, Jammu and Kashmir, and Ladakh, has 1,500 KWp. Region 3, covering Tamil Nadu, Karnataka and Kerala, has 3,900 KWp. Region 4, comprising Gujarat, Maharashtra and Goa, has 3,700 KWp, while Region 5, covering Punjab, Chandigarh and Haryana, has 1,000 KWp.
The tender was released on September 8, 2026. The deadline for submitting pre-bid queries is September 14, followed by the pre-bid conference on the same day. Bids must be submitted by September 29 at 17:00 Hrs, with techno-commercial bids scheduled to open on September 30.
Selected RESCO developers will be responsible for site identification, PPA execution, project installation, grid connectivity, and operation and maintenance throughout the 25-year project lifecycle.
