Gujarat Energy Invites Bids For 10 MW Solar PV Project With ₹60 Lakh EMD

Gujarat Energy Limited (GEL), operating under the Energy and Petrochemicals Department of the Government of Gujarat, has invited bids for the development of a 10 MW (AC) grid-connected solar photovoltaic power plant for captive consumption in the state. The tender has been issued under Tender ID 342606 / IFB No. Open e-Tender 342606 for the selection of an Engineering, Procurement and Construction (EPC) contractor.

The selected contractor will be responsible for the complete execution of the project, including site survey, design, engineering, procurement, supply, installation, erection, construction, and commissioning of the solar PV power plant. The scope also includes arranging suitable land on lease for a period of 27 years. In addition, the contractor will be responsible for operating and maintaining the solar project for 10 years.

According to the tender schedule, the tender documents became available for download from September 7, 2026, at 4:45 PM IST. Interested bidders can submit their queries in the prescribed format until September 17, 2026. The deadline for downloading the tender documents and submitting bids online is September 28, 2026, at 6:30 PM IST.

The evaluation process will begin shortly after the submission deadline. Preliminary evaluation is scheduled to start at 6:31 PM on September 28, followed by technical bid evaluation at 6:35 PM and opening of the commercial stage at 6:37 PM. Bids submitted under the tender will remain valid for 180 days from the date of submission.

GEL has specified a non-refundable bidding processing fee of ₹5,900, including GST, for participating bidders. The tender also requires an Earnest Money Deposit (EMD) or bid security of ₹60 lakh. If the EMD is submitted through a bank guarantee, the original physical document must be submitted to the Vice President – Materials, Gujarat Gas Limited, at its office in Infocity, Gandhinagar.

The Performance Bank Guarantee requirements will be governed by the conditions specified in the detailed tender documents.

Bidding will be conducted exclusively through the nProcure platform. Bidders must have a valid Class-III Digital Signature Certificate to participate. The evaluation will cover preliminary compliance, technical qualification and commercial assessment.

For technical qualification, bidders are required to submit relevant Chartered Accountant certificates carrying UDIN, along with documents relating to turnover, net worth and audited financial statements for financial years 2023-24, 2024-25 and 2025-26.

The tender represents another step toward expanding Gujarat’s solar generation capacity while supporting captive power requirements through grid-connected renewable energy.
