The West Central Railway’s Bhopal Division (Electrical) has invited bids for engaging a consultant to oversee the installation of a 5 MW solar power plant on railway land between BNI and NDPM in Madhya Pradesh. The proposed solar project will be developed to meet the railway division’s non-traction energy requirements.
The consultancy work has been floated through a special limited tender under a single-packet bidding system for general works. The advertised value of the contract is ₹19,26,858. The tender was published on September 18, 2026, at 18:36 hours through the Indian Railways E-Procurement System (IREPS).
Bidders will be able to submit their original or revised offers online from September 26, 2026. The tender submission deadline is October 10, 2026, at 11:00 hours. The railway authority has specified that bids submitted manually will not be accepted. Offers submitted by bidders will remain valid for a period of 60 days. The overall completion period for the consultancy assignment has been fixed at 24 months.
The tender requires participating bidders to submit an Earnest Money Deposit (EMD) of ₹38,500 as bid security. No tender document fee has been prescribed. However, if the accepted bid is below the advertised tender value, the successful bidder will be required to furnish additional performance security or Performance Guarantee (PBG), in accordance with Advance Correction Slip No. 11 to the Indian Railways Standard General Conditions of Contract, April 2022.
The railway has prescribed financial and technical eligibility criteria for prospective consultants. Bidders must have achieved an average annual turnover of at least ₹1 crore during the last two consecutive financial years ending March 31, 2026. The turnover is required to be supported by audited financial statements.
For technical qualification, bidders must have consulting experience associated with a minimum 5 MW solar power plant registered with the Central Electricity Authority (CEA) in Madhya Pradesh. They must also hold at least one active work order for a solar project having a capacity of 1 MW or more.
The tender further requires bidders to demonstrate experience in preparing at least two detailed project reports or pre-feasibility reports for renewable energy projects of 1 MW or above. In addition, consultants should have provided advisory services for at least one project involving Open Access, Group Captive arrangements, or coordination with a distribution company.
The proposed consultancy team must include a Team Leader cum Project Director with a graduate engineering qualification in Electrical, Mechanical, or Electronics engineering. The individual must have at least 10 years of post-qualification experience in the solar panel or renewable energy sector under group captive mode. A valid electrical licence of the appropriate voltage issued by a State Government is also mandatory.
Selection will be based on the lowest eligible rate, with the contract expected to be awarded to the L1 bidder. The railway has also advised prospective bidders to inspect the project site before submitting their offers to understand the existing site and ground conditions.
