The Solar Energy Corporation of India Limited (SECI) has issued a Request for Selection (RfS) for setting up Green Ammonia Production Facilities in India under Mode-2A-Tranche-II of the Strategic Interventions for Green Hydrogen Transition (SIGHT) Scheme. The tender, issued on September 24, 2026, aims to select a Green Ammonia Producer (GAP) through a cost-based competitive bidding process followed by an e-reverse auction.
Under the tender, the selected producer will be responsible for manufacturing, storing, and supplying 54,000 Metric Tonnes Per Annum (MTPA) of Green Ammonia. The green ammonia will be supplied to the manufacturing facility of Madhya Bharat Agro Products Limited-III at Dhule in Maharashtra. The supply arrangement includes monthly consignments of up to 5,000 metric tonnes.
The tender requires prospective bidders to pay a non-refundable RfS document fee of ₹25,000 plus applicable GST and a bid processing fee of ₹15 lakh plus GST. Bidders are also required to submit an Earnest Money Deposit (EMD) of ₹5,000 per MT of annual capacity. For the full 54,000 MTPA capacity, the EMD amounts to ₹27 crore.
The EMD can be submitted through a Bank Guarantee, Payment on Order Instrument (POI), or Insurance Surety Bond. It must remain valid for up to nine months from the bid submission deadline. The successful bidder will also have to provide a Performance Bank Guarantee (PBG) of ₹7,500 per MT before signing the Green Ammonia Purchase Agreement (GAPA). For the full capacity, this amounts to ₹40.5 crore.
In addition, the successful bidder will pay SECI a success charge of ₹500 per MT plus 18% GST in two equal installments. The tender follows a single-stage, two-envelope bidding process, and bids will remain valid for six months from the final submission date.
After the Letter of Award (LoA), the selected bidder will have to submit the required documents for execution of the GAPA within the prescribed timeline. The GAPA will remain valid for 10 years, while direct financial incentives will be provided annually for three years from the beginning of supply.
The selected producer must achieve 100% land possession and financial closure within 12 months from the effective date of the GAPA. Commercial supply of Green Ammonia must begin within 36 months of the GAPA’s effective date.
Production facilities can be established anywhere in India. However, producers will be responsible for transportation and delivery costs to the Dhule facility. Supply shortfalls exceeding the permitted 10% limit will attract penalties under the GAPA.
Contract manufacturing is prohibited under the SIGHT guidelines. A single bidder can receive up to 54,000 MTPA under this tender, while the cumulative allocation cap across SIGHT green hydrogen incentive modes is 2,25,000 MTPA. Registered Micro and Small Enterprises (MSEs) can avail exemptions from tender fees and EMD, subject to meeting the prescribed financial eligibility requirements.
