NERSA Opens Public Consultation on South Africa Electricity Trading Platform Framework

The National Energy Regulator of South Africa (NERSA) has released the Electricity Trading Platform Regulatory Framework for public consultation, inviting stakeholders and members of the public to submit written comments and participate in the consultation process.

The framework is intended to establish a regulatory structure for an electricity trading platform in South Africa. NERSA, an independent regulatory authority established under the National Energy Regulator Act, 2004 (Act No. 40 of 2004), is responsible for regulating the electricity, piped-gas and petroleum pipeline industries in accordance with national legislation.

Interested stakeholders can access the full Electricity Trading Platform Regulatory Framework through NERSA’s official website under the ‘Electricity > Consultation > Documents’ section. NERSA will consider the submissions received during the consultation before finalizing the regulatory framework.

Written comments can be submitted by email to MSU@nersa.org.za. Stakeholders may also hand-deliver their submissions to NERSA’s offices at 526 Madiba Street, Arcadia, Pretoria, or send them by post to PO Box 40343, Arcadia, 0083, Pretoria, South Africa.

The deadline for submitting written comments is 31 October 2026 at 16:00. NERSA has urged interested parties to submit their views within the prescribed period so that they can be considered as part of the regulatory process.

In addition to written submissions, NERSA has scheduled a virtual public hearing on 19 November 2026. The hearing will be conducted through Microsoft Teams from 9:30 to 12:00 and will provide stakeholders with an opportunity to make representations on the proposed framework.

Stakeholders wishing to attend or make representations at the virtual hearing must register their request by 16:30 on Thursday, 12 November 2026. Registration requests can be submitted to Walter Mabunda by calling 012 401 4660 or emailing publichearings@nersa.org.za.

NERSA has clarified that the public hearing will only proceed if participants register to make representations. If no such participants register, registered attendees will be informed and a cancellation notice will be published on NERSA’s website.

The consultation forms part of NERSA’s regulatory process for developing the electricity trading platform framework and gathering industry and public input before its finalization.
