RECPDCL Floats INR 49.09 Crore Tender For ICAR Rooftop Solar Projects Across Multiple States

REC Power Development and Consultancy Limited (RECPDCL), a subsidiary operating under the Ministry of Power, has invited bids for the design, supply, installation, commissioning, and maintenance of grid-connected rooftop solar power plants at institutional buildings operated by the Indian Council of Agricultural Research (ICAR) across multiple states and union territories. The estimated value of the tender is ₹49.09 crore, inclusive of all taxes, with an execution period of four months and 10 days.

The limited tender has been published on the Government e-Marketplace (GeM) platform under bid number GEM/2026/B/8107512. The project will involve the installation of on-grid bifacial solar panels without battery backup at ICAR facilities in Delhi, Haryana, Punjab, Uttar Pradesh, Bihar, Rajasthan, and several other southern and eastern states and union territories.

The proposed rooftop solar installations will use three-phase net metering systems to support the electricity requirements of the participating institutions. The tender has been divided into five schedules, with item-wise evaluation to determine the lowest eligible bidder (L1) separately for each schedule.

The bid was issued on October 1, 2026, while the pre-bid meeting was scheduled for October 2, 2026, at 3:00 PM through Microsoft Teams. Interested bidders can submit their offers until October 22, 2026, at 4:00 PM. The bids are scheduled to be opened on October 23, 2026, at 4:00 PM. The validity period for submitted offers is 180 days from the bid submission deadline.

The tender’s financial requirements include an Earnest Money Deposit (EMD) of ₹10 lakh, payable through a Demand Draft or Bank Guarantee, according to the buyer-added terms and conditions. These specific provisions override the default GeM entries indicating no EMD and no electronic Performance Bank Guarantee. Eligible Micro and Small Enterprises may receive applicable turnover relaxations, subject to meeting the technical requirements.

The successful bidder will also be required to submit an unconditional, irrevocable and on-demand Performance Bank Guarantee equivalent to 10% of the final contract price, including GST.

Payments to selected vendors will be processed within 30 days after the issuance of the Service Delivery Acceptance Certificate and submission of bills through the online system. RECPDCL will also conduct a reverse auction among technically qualified bidders, excluding the highest-priced bidder, to support competitive price discovery and determine the final contract rates.
